The Party Secretary is skilled at mobilizing the people.
(Baonghean) - When Mr. Vu Dinh Hue took office as Party Secretary and Head of the Front Committee of Hamlet 4 (Tang Thanh - Yen Thanh), many people said he was "taking on too much trouble." He accepted the position at a time when the Party branch had been rated weak for many years in a row, ranking last among the 9 rural Party branches in the commune.
It was mid-2008, and at that time, Hamlet 4 had over 220 households, making it one of the largest hamlets in the commune. The Party branch had 32 members, a large number but not strong, and the economy was stagnant. Moreover, at a meeting with constituents, only about 20 people from the entire hamlet showed up.
With the spirit of a soldier of Uncle Ho, having fought on the Quang Tri battlefield and participated in the liberation of Hue City, he was discharged from the army in 1986 and returned to his hometown to work as a village secretary, Party official, chairman of the Fatherland Front, and then chairman and secretary of the commune Party Committee. When he returned to participate in activities at the Party branch of Hamlet 4, seeing the difficulties faced by the branch and the village, and with the responsibility of a Party member, he took on the tasks assigned by the branch.
Initially, Mr. Hue reformed the order and regulations of the Party branch and village meetings. He prepared concise, clear, and practical content for Party branch meetings. When presiding over Party branch meetings, he knew how to encourage and solicit contributions from Party members. The Party branch assigned responsibility to Party members to fully participate in all village-wide people's meetings. The village also established specific meeting regulations and implemented strict rewards and punishments. From managing and organizing meetings to holding village and mass organization congresses, electing village heads, and consolidating the ranks of heads of mass organizations, he proactively and directly worked with the Party branch committee to find the right people for the right jobs, thus gradually restoring the people's trust.
To overcome the stagnation in production, during meetings, he and the Party branch discussed ways to help the people develop the economy and build a new rural area, such as shifting the crop structure and settling outstanding debts. In particular, Mr. Hue, along with the village leaders, boldly proposed to the Party branch that the people contribute over 320,000 VND each to pave the main road of the village, nearly 1km long, with concrete. In just the last two months of 2011, the beautiful, spacious road was completed, thanks to the contributions of nearly 300 million VND and the labor of the villagers.
In addition, Mr. Hue, along with the Party Committee and village leaders, revived the cultural and sports movement. Relying on some amateur actors in the village (Hamlet 4 Tang Thanh was formerly part of Xuan Nguyen village, which had a famous tradition of traditional opera), he went from house to house mobilizing people to contribute funds to support the opera troupe, inviting teachers to train weekly. On the "National Unity for Building a Culturally Rich Life" festival, the opera troupe debuted to serve the people. The village's opera troupe also participated in cultural village festivals in neighboring communes. Besides the opera troupe, the neighborhood groups also established volleyball teams and performing arts groups.
With the development of the economy and culture, the village's various organizations and associations—veterans' associations, the Fatherland Front, farmers' associations, women's associations, grandmothers' associations, education promotion associations, health and wellness groups, etc.—are all actively involved. Among them, Mr. Hue, as the secretary and head of the Fatherland Front's working committee, stands out as the conductor and leader. He is present in the fields, at association meetings, and through the village's loudspeaker system, he praises good deeds and exemplary individuals while also visiting each household to offer encouragement and support.
For the 32 party members in the Party branch of Hamlet 4, everyone has seen that since Mr. Hue became secretary, the branch has achieved many significant accomplishments: In 2009, the branch was rated as good and received commendations in several aspects; in 2010 and 2011, the branch was rated as excellent and strong throughout the commune. For two consecutive years, Comrade Vu Dinh Hue was commended as an outstanding party member of the commune's Party Committee. From a weak branch, the Party branch of Hamlet 4 has now become the leading branch in the entire commune, the hamlet has become a model hamlet, the economy and culture have developed, and the people are united and trust in the leadership team.
