The reason for saying this is that grassroots cadres are the ones who are in close contact with Party members and the local people day and night. Therefore, they are the ones who best understand the ideological developments of the people and have a relatively complete and accurate grasp of what the people are thinking, needing, and demanding. Thanks to this deep and clear understanding, they know what to say and how to say it to achieve the highest persuasive power. Moreover, they are the bridge between the Party and the people, between the grassroots and higher levels. All the Party's guidelines and policies, and the State's laws and regulations, must pass through this "bridge" to reach the people. They are both a bridge and a focal point for implementing all those guidelines, policies, and regulations into practice.
No matter how good or right a policy or guideline may be, if it's not explained to the people so they understand, remember, follow, and implement it, it's very difficult to achieve the desired results. Because they live among the people, they can disseminate information everywhere and at any time. They can skillfully incorporate the message into village meetings, over a cup of tea, or even at weddings and funerals. And this "slow and steady" approach is sure to be more effective and lasting than any other method. You could invite an expert in a particular field to speak. That person might speak very well and persuasively, captivating everyone. But no matter how good it is, it only lasts for a few sessions, and then it's over. After a few days, or maybe a couple of weeks, people might not fully remember those "beautiful words and ideas."
For oral propaganda to be understood and remembered by the people, it must be repeated many times. Detailed and timely explanations are needed whenever the people need them or ask questions. Only grassroots cadres can meet this requirement. Therefore, grassroots cadres, including Party committees, government officials, and members of associations and organizations, play a core role in the field of oral propaganda. They are the best at disseminating, educating, and explaining information to transform and improve awareness; cultivate thoughts and feelings, build trust; and encourage people to act voluntarily to successfully achieve the set goals and tasks. Therefore, mechanisms and policies are needed to fully utilize the potential and strengths of this group in grassroots oral propaganda work.
They must be trained and nurtured to become high-quality reporters and propagandists, engaging in increasingly diverse, rich, and timely oral propaganda activities. This will significantly contribute to raising awareness and strengthening the confidence of all segments of the population in the Party's leadership and the State's management; awakening and promoting the tradition of unity and national independence; motivating and encouraging the people to develop self-reliance and self-improvement, striving to develop socio-economic aspects, ensuring national defense and security, building and consolidating the great national unity bloc; ensuring political and ideological stability at the grassroots level, maintaining the Party's ideological stronghold; and enhancing the leadership capacity and fighting strength of Party organizations and members. This contributes to strengthening the bond between the Party and the people, ensuring ideological and behavioral unity within the Party, fostering social consensus, and guaranteeing that Party committees at all levels can effectively lead and direct the successful implementation of political tasks in their localities and units.
In short, in the field of oral propaganda, to achieve the desired effect, it is necessary to identify the grassroots cadres as the ones "in charge".
