(Baonghean)Calm, unassuming, and friendly—that's what we felt when we first met him—a military officer well-liked by many colleagues. He is Lieutenant Colonel Hoang Van Binh, 51 years old, Secretary of the Logistics and Technical Branch Party Committee of the Anh Son District Military Command.

Lieutenant Colonel Hoang Van Binh was born into a poor family in Thanh Ha commune, Thanh Chuong district. Having held various positions in different units and work environments, he always strived to excel in his duties. In 2007, he was transferred by the Provincial Military Command to work at the Anh Son District Military Command as Party Secretary and Head of Logistics and Technical Services. Recognizing that the logistics work there was not truly effective, he advised the Party Committee and the Anh Son District Military Command to implement planning and resource exploitation to build barracks. The vacant land of the barracks was then used by officers and soldiers for farming and livestock raising, achieving good results and generating an annual income of 30-40 million VND for the unit.

Mr. Binh advised the unit's leadership to launch the "saving for oneself to help those in need" and "rice savings jar" movements. From 2007 to the present, the Anh Son District Military Command has saved nearly 40 million VND and thousands of kilograms of rice to support military families in particularly difficult circumstances, contributing to motivating officers and soldiers to improve their lives.

He himself always sets a good example and takes the lead in all activities of the barracks, upholding the spirit of "diligence, thrift, integrity, and righteousness" as taught by Uncle Ho. In his daily life, Lieutenant Colonel Hoang Van Binh is a person who wholeheartedly cares for others. In 2012, when he witnessed the family of two children, Dang Thi Phuong Tham, 9 years old, and Nguyen Thi Phuong Thao, 7 years old, in Hamlet 7 (Hoa Son commune), orphaned by both parents due to serious illnesses, Lieutenant Colonel Binh discussed with his wife the possibility of supporting and helping the two children until they turn 18, providing them with 10 kg of rice each month. Not only that, every day, Lieutenant Colonel Binh and his wife regularly visit and encourage the children to strive for a better life.
