Livestock farmers affected by lumpy skin disease and African swine fever receive support

(Baonghean.vn) - Since 2019, two new diseases have appeared in Nghe An, African swine fever and lumpy skin disease, causing great damage to the livestock industry. The province is currently focusing on completing documents so that livestock households can receive support for losses caused by the disease.

Support 38,000 VND/kg of live weight for pigs; 45,000 VND/kg of live weight for buffaloes and cows

Implementing the direction of the Government Office and the Ministry of Agriculture and Rural Development on supporting livestock farmers suffering losses due to African swine fever and lumpy skin disease, on November 3, 2023, the People's Committee of Nghe An province issued Official Dispatch No. 9496/UBND-NN directing the implementation of this issue.

Accordingly, direct support will be provided to households whose livestock must be destroyed due to disease or in areas where disease is required to be destroyed. The support price is in accordance with the provisions of Decree 02/2017/ND-CP of the Government and Decision No. 48/2017/QD-UBND dated June 5, 2017 of the People's Committee of Nghe An province on policies to support agricultural production to restore production in areas damaged by natural disasters and epidemics in Nghe An province and related guiding documents. Specifically, 38,000 VND/kg of live weight for pigs; 45,000 VND/kg of live weight for cattle.

Time of application of support level: Pigs infected with African swine fever from January 1, 2021 to present, cattle infected with lumpy skin disease from September 27, 2021 to present; for cattle and buffaloes destroyed due to lumpy skin disease before September 26, 2021 (the effective date of Circular No. 09/2021/TT-BNN&PTNT), the Provincial People's Committee will send a document requesting the Ministry of Agriculture and Rural Development and the Ministry of Finance to consider and submit to the Prime Minister for special support policies.

Focus on completing procedures and documents

In 2021 and 2022, Nghe An had 31,000 pigs and 2,400 cattle destroyed due to lumpy skin disease and African swine fever. Since the beginning of the year, a number of outbreaks have occurred in the area. According to Mr. Dang Van Minh - Head of the Provincial Department of Animal Husbandry and Veterinary Medicine, localities are currently focusing on completing procedures and documents to support animals destroyed due to disease.

In Yen Thanh district, from 2021 to present, African swine fever has occurred in 2,105 pig farming households, destroying 7,194 sows, boars and piglets with a total weight of 367,822 kg; Lumpy skin disease in cattle and buffaloes occurred in 245 farming households, destroying 51 cows and 94 calves, with a total weight of 20,407 kg.

Mr. Nguyen Van Duong - Vice Chairman of the District People's Committee said: "When the epidemic occurs, the support plan has been approved, the district often allocates the reserve budget to advance and support people to restore production. However, the budget is often not enough, so in recent years, people's production restoration has encountered many difficulties. The State's support policy will be the motivation for people to continue to restore and develop livestock farming in the area."

2021 is also the year that the above epidemics occurred and caused a lot of damage in Thanh Chuong district.

According to Mr. Dao Quang Bien - Deputy Director of Thanh Chuong District Agricultural Service Center: In 2021, in the district, 467 buffaloes and cows had to be destroyed due to lumpy skin disease, pigs were destroyed with a total weight of 497 tons. In 2022 and 2023, the disease situation was insignificant. Currently, the district is directing the communes to focus on completing the procedures and documents to request support to ensure compliance with regulations, prevent corruption, negativity and policy exploitation, and report to the District People's Committee to synthesize and submit to the Department of Agriculture and Rural Development.

The Provincial People's Committee requests the Chairmen of the People's Committees of districts, cities, and towns, the Directors of the Department of Agriculture and Rural Development, and the Department of Finance to properly support livestock breeders whose livestock are destroyed due to epidemics, to the right subjects, publicly and transparently, and not to be exploited or take advantage of the policy.
