Uncle chains 12-year-old boy by the neck “to educate”
The uncle admitted to chaining his nephew so that the grandmother could control him more easily and did not think it was wrong.
Confessing to the police, Mr. Le Ba Chot, residing in Khuyen Nong commune, Trieu Son (Thanh Hoa) admitted that he used a chain to wrap around his 12-year-old nephew and did not know that it was wrong.

Mr. Nguyen Van Trung - Chief of Khuyen Nong Commune Police said that Mr. Le Ba Chot, N.'s uncle, came to Khuyen Nong Commune Police headquarters after being invited to work and Mr. Chot admitted that his actions towards N. were wrong and against the law.
Here, Mr. Chot declared the reason why he used chains to tie his nephew, because he thought that N. often played games, was addicted to playing and often ran away, while his parents lived far away, living at home with his 90-year-old, sick grandmother.
Mr. Chot stated: “N. has stolen money from the family many times to sell, including a pair of wedding rings, 2 anklets, 2 silver necklaces of my daughter, plus 2 wedding rings of her biological father to sell to get money to play games, spend, then leave home for 2-3 days and come back.
Although the family has warned N. many times, he still does not give up his playful nature and often runs away from home. "While my mother is old and weak, she asked me to chain him up so that she can easily manage and educate him. When I chained him up, I did not think that the consequences would be like this. Chaining him up was wrong, so it will not happen again," Mr. Chot promised.
It is known that N. lost his mother when he was young and then his father got married and worked far away. N. lived with his grandmother (90 years old) since he was young.
According to the Chairman of the Khuyen Nong Commune People's Committee, the local government and the commune police have worked with the family, requesting that the family not have the above behaviors. At the same time, they have educated and deterred the child from having any illegal behaviors, strictly complying with the law and local regulations. The commune police also asked N. to write a self-criticism and pledge not to re-offend.
