The meritorious person died, but the commune still made a file to get the money.

Inspectors of Lang Chanh mountainous district (Thanh Hoa) have just discovered that in Tan Phuc commune, many people with meritorious services and social protection have died, but the commune People's Committee still made a list to receive tens of millions in subsidies.

According to the inspection conclusion on the implementation of policies for people with meritorious services to the revolution and social protection beneficiaries in Tan Phuc commune, from 2014 to September 2016, every month this commune had 44 beneficiaries receiving preferential subsidies for people with meritorious services, and 283 beneficiaries receiving social protection.

In three years (from 2014 to 2016), the total State budget allocated to communes to pay for these subjects was 2.91 billion VND.

Through inspection, the authorities discovered 17 meritorious people, social protection beneficiaries, orphans (over 16 years old whose eligibility for State benefits has expired), or these subjects have died, but the People's Committee of Tan Phuc commune still made a list of beneficiaries of 67.6 million VND in violation of regulations.

Specifically, there are three cases of meritorious people who have died, but the People's Committee of Tan Phuc commune still put them on the list to receive subsidies, the amount of violation is nearly 18 million VND; 11 subjects who are entitled to social protection have no longer met the criteria (over 16 years old), or have died, but the commune still made a list to receive subsidies, the amount of violation is nearly 21 million VND.

There were three cases of adopting orphans over 16 years old, but the commune still listed them as recipients of subsidies, a violation of 28.8 million VND...

Mr. Do Van Duc - Head of the Department of Labor, Invalids and Social Affairs of Lang Chanh district said that violations in the payment of benefits to meritorious people and social protection that occurred in Tan Phuc commune have been clarified by the district Inspectorate.

Lang Chanh District People's Committee has requested Tan Phuc Commune People's Committee to collect and return to the State budget 67.6 million VND.

Lang Chanh District People's Committee has requested the collective leadership of Tan Phuc Commune People's Committee to seriously review the responsibility of State management in implementing policies for meritorious people and social protection beneficiaries in the area; review and handle responsibilities of policy officers; and overcome limitations and shortcomings in performing duties.
