Colonel Luong The Loc:In November 2014, the 13th National Assembly promulgated the Law on Citizen Identification, which is a premise for a population management tool to replace the household registration book. In November 2020, the 14th National Assembly passed the Law on Residence (amended).

According to the provisions of the 2020 Law on Residence, paper household registration books and paper temporary residence books are used and have value as papers and documents confirming residence until December 31, 2022. Thus, paper household registration books are no longer valid, meaning that paper household registration books will be abolished from January 1, 2023.

After the abolition of paper household registration books, from January 1, 2023, the authorities will manage people's residence information electronically, also known as electronic household registration books. Abolishing paper household registration books means eliminating the form of managing residence data using books and papers. The State still maintains household registration management, but replaces the form of information management with more modern and effective information technology software.

Colonel Luong The Loc:After the household registration book or temporary residence book expires, people can use one of the following seven methods to carry out administrative procedures or civil transactions:

- Using an electronic chip-embedded CCCD card is a legal document proving personal information and permanent residence.

- Use a QRCode reader on the CCCD card with a chip, integrated with a computer or mobile device to read citizen information on the CCCD card.

- Use chip reader on CCCD card.

- People can look up and exploit personal information online at: https://dichvucong.dancuquocgia.gov.vn and follow the instructions.

- Use VNeID application to display information on electronic devices to serve administrative procedures and civil transactions.

- Use a certificate of residence information (issued by the police).

- Use personal identification number notification and information in the national population database to prove people's place of residence.

Colonel Luong The Loc:Before the paper household registration book is no longer valid, citizens can apply for a certificate of residence information. When the paper household registration book is no longer valid, citizens can use a certificate of residence information as a replacement in cases where it is necessary to present documents proving residence information. The content of this document includes information on the time, location, and form of residence registration.

At the same time, citizens need to make a chip-embedded citizen identification card - a legal document proving personal information and permanent residence when completing procedures at state administrative agencies. Along with that, proceed to register for an electronic identification account. With a level 1 personal identification account, people who already have a chip-embedded citizen identification card can register themselves through the VNelD application on their phones. With a level 2 identification account, citizens must go directly to the provincial or district police to complete the registration procedure.

PV:Many people who have not completed the procedures for issuance or do not have a citizen identification card are worried that they will not be able to confirm their residence information after the official abolition of paper household registration books. Can you provide more information?

Colonel Luong The Loc:After the paper household registration book and temporary residence book expire from January 1, 2023, the issued identity card is still valid according to regulations. Therefore, when needing to confirm residence, citizens present their identity card, the State management agency can still verify the relevant information. Thus, people who have not completed the procedures for issuance or do not have a chip-embedded citizen identification card do not need to worry when they want to complete procedures that require confirmation of residence information, after the abolition of paper household registration books from January 1, 2023.

However, to ensure the legitimate rights of citizens in performing administrative procedures and civil transactions in the digital age, people who do not have a chip-embedded citizen identification card or have a chip-embedded citizen identification card but do not have an electronic identification account need to arrange time to complete the procedures for issuing a citizen identification card and register for an electronic identification account, integrating documents into the electronic identification account as soon as possible.

Accordingly, when the electronic identification account is approved, people will receive a text message from the Ministry of Public Security sent to their phone number, with the content: "The Department of Administrative Police for Social Order announces: Citizen's electronic identification account registration file has been approved. Please access the VNeID application or the address https://vneid.gov.vn to activate the account". Then, just download the VneID app from the App Store; Google Play, activate according to the instructions in the message to use your electronic identification account.
