People giving comments on the Draft Civil Code are exempted from postage stamps.
On March 19, Vietnam Post Corporation announced that it will provide free comments to all citizens on the Draft Civil Code (amended).

Accordingly, all organizations and individuals can send letters without stamps from now until the end of April. The envelope must clearly state “Letter of comments on the Draft Civil Code (Amended).” The recipient address is the Ministry of Justice, 60 Tran Phu, Ba Dinh District, Hanoi City.
To ensure service quality, VietnamPost requires Post Offices in provinces and cities to pay attention to instructing customers to fully display the above identification signs as well as information about the person on the envelope. In particular, the exploitation, transportation and delivery must be carried out in accordance with regulations, ensuring accuracy and safety.
VietnamPost also requires member units to post information on accepting, transporting and delivering letters of people's comments on the Draft Civil Code (amended) at all service points.
Previously, Vietnam Post was also highly appreciated by ministries, branches, functional agencies and the general public for its safe and quick delivery of people's comments on the Draft Amendment to the 1992 Constitution.
