People in the vicinity of Vinh City rush to complete land procedures
Due to concerns that the new land price list applied from January 1, 2025 will increase sharply, from the end of October 2024 until now, the number of applications for land use purpose change as well as land plot division in the communes surrounding Vinh city has increased dramatically.
Specifically, among the four communes of Nghi Loc district newly merged into Vinh city, namely Nghi Phong, Nghi Thai, Nghi Xuan and Phuc Tho, the number of applications for land use purpose change and land division in Nghi Phong commune is the highest. Every day, Nghi Phong receives 20-30 applications, double the number before; the remaining three communes only increase slightly.

Speaking to reporters, Mr. Truong Cong Anh - Chairman of Nghi Phong Commune People's Committee said: The number of applications for changing land use purpose from adjacent garden land to residential land in the area increased because recently, the commune surveyed and discussed with hamlets about building a land price list for 2025. Accordingly, the new land price list will be updated according to market prices, so it is expected that some areas with fully invested traffic infrastructure and drainage ditches will have prices increase sharply compared to current regulated prices.

For example, plots of land along the road from the Commune Administrative Center, the intersection of 72m Vinh - Cua Lo road to National Highway 46 according to the current price list are only 2-3 million VND/m2.2But the new price list has an average of 14-17 million/m2If the land use purpose is changed after January 1, 2025, the tax rate/financial obligation will be higher than before.
In Nghi Loc, the district used to receive only 130 land records per day, but now it has increased to about 150-170 records, so the Nghi Loc District People's Committee has to increase support staff and arrange overtime to process them, but it is still overloaded.
A representative of the Department of Natural Resources and Environment of Nghi Loc district said: In addition to the reason for concern that the land price list in 2025 will increase, the Land Law in 2024 adds a number of regulations and groups of subjects of adjacent garden land, land for growing perennial crops that meet the conditions and are suitable for planning are also allowed to change the purpose to residential land, so the number of applications has increased. In total, the whole district has about 1,600 applications for changing the purpose.

In recent days, the number of land transfer, plot division, and purpose change records in the old Cua Lo area has also increased slightly compared to usual. Mr. Hoang Thai Son - Deputy Head of the Department of Natural Resources and Environment of the town said: At the time when the seal had not been revoked, the Town People's Committee was instructed to receive records requesting land purpose change and plot division for people, an average of 20 sets per day and the whole town (old) had about 200 records that needed to be processed.
However, the hottest area is still Vinh city when from October, especially the end of November until now, the number of applications for land division, issuance of first-time land use right certificates, and change of purpose from adjacent garden land to residential land has increased sharply.

Mr. Nguyen Van Ngoc - Head of the Department of Natural Resources and Environment of Vinh City said: Previously, on average, there were only about 250-300 land records per day, but from October until now, the average has increased to 500-600 records per day, with a total of 1,800 records for changing land use purposes and splitting plots for the first time. Due to the large number of records, the Department of Natural Resources and Environment has advised the City People's Committee to announce the receipt of the above two types of records on Mondays, Wednesdays and Fridays every week.

Currently, under the direction of the Provincial People's Committee, the People's Committees of districts and towns are focusing on human resources to receive and handle administrative land-related issues for people; at the same time, actively propagating and guiding the Land Law so that people can carry out procedures for land division and change of land use purpose in accordance with regulations, limiting errors that cause the documents to be returned./.
