People in Vinh City are indifferent to changing their helmets.
(Baonghean.vn) -During the first two days of the helmet exchange program in Vinh City, the exchange points were quite deserted. Many people seemed indifferent, while others stopped by to look at the helmets but didn't want to exchange them for various reasons.
Mr. Nguyen Huu Bien, an employee of Hanoi Metro Company, the unit supplying helmets to Nghe An province, sadly stated that after the first helmet exchange day, only the entire city of Vinh exchanged helmets.300 helmets were available. At the exchange point in the Vinaconex vacant lot on Le Nin Avenue, only 22 helmets were exchanged all day.
At the four helmet exchange points in Vinh City, it was noticeable that the locations were quite deserted, with few people coming to view or exchange helmets, and sometimes there were no customers at all. Mr. Truong Thanh Cau, a worker at Truong Son Construction Company, learned about the helmet exchange program through a banner and went to an empty plot of land on Le Nin Boulevard to check it out. After some consideration, Mr. Cau chose to buy a helmet priced at 220,000 VND, with a subsidy of 170,000 VND. "The helmets here seem quite sturdy and of better quality than those of the same price elsewhere. This is truly a practical and meaningful program that should be implemented throughout the province," Mr. Cau shared.
Through surveys conducted at the helmet exchange points, we found that many people still have concerns about the price and quality of the subsidized helmets. During the first two days of the exchange, the supplier offered five types of helmets priced from 100,000 to 500,000 VND depending on the type, but overall, people were not very enthusiastic.
Mr. Nguyen Huu Bien stated that in the coming days, the supplier will continue to intensify its宣传 efforts to help people understand the purpose and significance of this helmet exchange campaign.
A reporter from Nghe An Newspaper captured images of the first few days of the helmet exchange program in Vinh City:

Vinh City has 4 helmet exchange points, including:Cua Nam Flower Garden Park, the exhibition area next to Ho Chi Minh Square on Truong Thi Street, the vacant land opposite the 113 Police Center, and the vacant land on Lenin Avenue.
Many of the helmet exchange points were deserted, sometimes with no one even coming to watch.
Mr. Truong Thanh Cau, a worker at Truong Son Construction Company, examines the prices before choosing a helmet.
After searching for a while, the man finally found a hat that suited him.
Old, low-quality helmets are collected at exchange points. Many people, even after exchanging for new helmets, still do not return their old ones as required.
Overall, the number of banners and slogans promoting the helmet exchange campaign is still small.
The photo shows a banner hidden behind a clump of trees on Lenin Avenue.
Right before the hat-exchange point in the open space on Lenin Avenue was a puddle of water, and this spot was also too far from residential areas; on the first day, only 22 hats were exchanged.
