Mr. Nguyen Huu Bien, an officer of Hanoi Metro Company, the hat supplier for Nghe An province, sadly said that after the first day of changing hats, the entire Vinh city only changed hats.got 300 hats. At the exchange point at the Vinaconex vacant lot on Lenin Avenue, only 22 hats could be exchanged all day.
At the 4 helmet exchange locations in Vinh city, it is easy to see that the locations are quite deserted, the number of people coming to see and exchange helmets is sparse, sometimes there are even no customers at all. Mr. Truong Thanh Cau, a worker at Truong Son Construction Company, when he learned about the helmet exchange program through a banner, went to an empty lot on Le Nin Avenue to find out. After some consideration, Mr. Cau chose to buy a helmet for 220,000 VND, subsidized at 170,000 VND. "The helmets here seem quite sturdy, with better quality than helmets of the same price outside. This is truly a practical, meaningful program that needs to be implemented throughout the province," Mr. Cau confided.
Through surveys at hat exchange points, we found that many people are still concerned about the price and quality of subsidized hats. In the first 2 days of hat exchange, the supplier offered 5 types of hats with prices ranging from 100,000 to 500,000 VND depending on the type, but in general, people were not really excited.
Mr. Nguyen Huu Bien said that in the coming days, the supplier will continue to promote propaganda so that people understand the purpose and meaning of this helmet exchange.
