People receiving monthly Social Insurance must update information according to their citizen identification card when going for medical examination and treatment using Health Insurance.

This is a move to effectively manage beneficiaries of social insurance regimes, ensure consistency with national population data and promptly and fully resolve the rights of policy beneficiaries.

The Government's Project on Developing Population Data Applications, Electronic Identification and Authentication to Serve National Digital Transformation in the 2022-2025 Period, with a Vision to 2030 (Project 06) identifies one of the main tasks related to the application of the National Population Database as: Ensuring the gradual replacement of personal documents on the basis of integrating and authenticating personal information and documents into the National Population Database so that only citizen identification cards and national electronic identification applications (VNeID) are needed, focusing on immediate implementation for a number of documents such as: Health insurance, driver's license, certificate code or practice license, vaccination, education, cadre, civil servant, public employee cards...

In order to effectively carry out the above tasks, Vietnam Social Security is researching and developing a process to guide the synchronization of beneficiary management data, updating personal information on the database of pension, social insurance and monthly allowance beneficiaries (collectively referred to as monthly social insurance beneficiaries) for those who are receiving monthly social insurance but the information recorded in the beneficiary records is not consistent with the information in the citizen identification card. The information that has been updated and unified according to the citizen identification card is not used as a basis for adjusting the social insurance regimes that have been resolved.

During the time of developing general guidance documents on this content, to ensure the medical examination and treatment rights of employees,Social insuranceVietnam requires the Social Security of provinces and centrally-run cities to continue adjusting personal information for people receiving monthly Social Security managed by the Social Security agency to go for medical examination and treatment based on citizen identification according to the procedures prescribed in Decision No. 888/QD-Social Security dated July 16, 2018 and Decision No. 490/QD-BHXH dated March 28, 2023 of the Vietnam Social Security.

Based on the individual's request to adjust the information of last name, first name, middle name; date of birth; gender on the Health Insurance card due to differences in personal information on the newly issued citizen identification card and the beneficiary management information of the Social Insurance agency, the Social Insurance agency officer shall instruct the applicant to clearly state the information requested for adjustment in section 18 of the TK01-TS Declaration Form, and check the information on the citizen identification card with the information on the national population database and the household database of the Social Insurance sector before submitting it to the competent authority for approval./.
