Mr. Vu Quoc Hung:Recently, the discovery of some officials who violated the law and the attitude of the Central Inspection Committee, in my opinion, was strict, including disciplinary action or recommendations, and consideration of disciplinary action against some officials. This is a good thing because the Party's political determination has been implemented by officials, organizations, and Party committees.

However, whether that handling has met the quantity and quality requirements, that still needs time. I say that because I do not want to be vague when analyzing or criticizing something that I have not directly participated in reviewing and examining with the authorities. But through reflection, there are still many negative aspects at all levels, the situation of superiors not listening to subordinates is still very common, so in many places, in many things, subordinates are still blatantly doing wrong, losing the trust of the people.
Central agencies also need to reconsider themselves. Are they allowing subordinates to do wrong and act recklessly because the higher-ups do not closely monitor them or know but turn a blind eye, or is there somewhere, someone sponsoring those wrongdoings?
Regarding handling, it must be done fairly. The inspection agency must work according to its motto of "fairness, accuracy, and timeliness". If the punishment is not properly applied, it will not be effective. If the punishment is more severe than the violation, it can easily lead to injustice.
Currently, many people still have a common feeling that the handling of some cases is not really strict. Of course, that is the feeling of society, because many people do not have access to documents or attend meetings. But one common point that everyone clearly sees in this term is that the fight against negativity in the Party has had encouraging changes, especially in the consideration and handling of some officials with positions and power. That is very welcome and highly appreciated by public opinion.
PV:Sir, through the incidents as pointed out by the Central Inspection Committee in recent times, it also raises the question of why there are so many officials holding important positions in the Party and State who commit such serious violations?
Mr. Vu Quoc Hung:The 4th Resolution of the 12th Central Committee clearly stated about Party building and rectification. Earlier, the 6th Resolution of the 2nd Session of the 8th Central Committee also proposed Party building and rectification. Next was the 4th Resolution of the 11th Central Committee. All these Resolutions clearly stated that the degradation of political ideology, morality, and lifestyle of a large number of cadres and Party members has not been pushed back, and in some cases, it has become more sophisticated and complicated. That is the degradation of ideology and morality of cadres and Party members who have not trained and cultivated themselves.
Once you join the Party, you must train yourself. You have volunteered to stand in the ranks and dedicate your whole life to the cause of the Party and the people, so why do you still think about yourself? Deteriorating political ideology and morality show the bad side of Party members who only think about themselves.
These individuals form interest groups that collude with each other to protect their personal interests. This is a very bad thing to do, causing people to despise and lose trust, affecting the prestige of the Party. Therefore, we must educate Party members to know that when they violate the law, they will lose honor, lose trust, and affect the entire organization. This is a huge loss.
How can we prevent officials from abusing their power, acting arbitrarily, disregarding the law, disregarding Party discipline, and staying away from the people when they have positions of power? In my opinion, we must do a good job of education so that this work can be truly healthy. Along with that is the work of cadres, those who are not qualified must be replaced immediately.
But who will replace them? They must be qualified people. How can unqualified people replace unqualified people?
PV:Do you have any connection between the recent violations of officials that the Central Inspection Commission has pointed out and the manifestations of ideological and moral degradation that our Party has "named and shamed" in Resolution 4 of the 12th Central Committee?
Mr. Vu Quoc Hung: It is necessary to acknowledge the work of the Central Inspection Commission in the recent past, which has helped the Central Committee detect violations. Through violations, we can clearly see the weakness of personnel work. There are people who have made initial mistakes from low levels, but they continue to be promoted. This is not a shortcoming of the Inspection Commission at all levels, but a shortcoming of many agencies, of functional agencies responsible for personnel management, not only of the personnel organization agency but also of the Party committee agencies.
Through this, we can see that our cadre management is very poor. In management, there must be supervision and inspection to know how our cadres are. However, it took a very long time to find out that the cadres had violated the law. This delayed discovery makes public opinion very concerned about the responsibility of Party organizations at all levels and of leaders.
If the relevant agencies detect early and promptly remind them, they will not commit serious violations. Therefore, in addition to the fact that each Party member must always cultivate themselves, the supervision and inspection of the management agency and Party organization is very important.

PV:Sir, in the Resolution of the 12th Central Committee, our Party also identified the degradation of political ideology and morality as a direct threat to the survival of the Party and the regime. In your opinion, why has this situation not decreased after many years but become more and more serious?
Mr. Vu Quoc Hung:Resolution 4 of the 12th Central Committee also pointed out that the degradation of political ideology, morality, and lifestyle of a significant number of cadres and party members has not been pushed back, and in some cases, it has become more sophisticated and complicated; corruption, waste, and negativity are still serious, concentrated among party members holding positions in the state apparatus.
The serious thing is that the environment today is very much related to money and material things. Faced with these temptations, many cadres lose their qualities and character. Therefore, cadre work, inspection and supervision must be done very well, and discipline must be tightened.
We have also had many regulations, but implementation and supervision are still lax. For example, going back to asset declaration, after declaring, no one checks, people declare however they want, so there are many shortcomings as the Central has pointed out. The public is very happy that the Central has pointed out, meaning that they have seen the weaknesses of themselves, of their cadres, and of their organizations.
I believe that all activities from now on will mention these matters. Currently, there are many inspection teams from the Central Committee and the Politburo visiting sectors and localities. I hope that these inspections will be truly effective, and that when violations are discovered, they will be immediately reminded. If the inspections are done well, the prevention work will be good, and much damage will be reduced. But if the inspections are not done well, and people are lost, to the point where they are disciplined to the point of being dismissed from their positions and other forms of discipline, it will be a great pain and loss.
Therefore, the inspection must be very concise, and after the inspection, it must help the unit make new developments, only then can the Resolution of the 12th Central Committee, Session 4, be implemented.
PV:To cure the disease of "ideological and moral degradation" that our Party has pointed out in many courses, what specific medicine do you think is needed?
Mr. Vu Quoc Hung:Resolution 4 of the Central Committee also pointed out remedies to cure this disease. However, in my opinion, the most important thing is that all leaders at all levels must be reviewed. Leaders must be people with both heart and talent, determined to fight against negativity, and have no obstacles in ideology, morality and lifestyle.
Our ancestors used to say, “If the top is not upright, the bottom will be in chaos.” If leaders at all levels “open their mouths and get caught in the trap,” their work and handling of violations will not be thorough. If a superior is not upright, he cannot command others. Therefore, the entire Party must promote the exemplary role of leaders, party members, and party organizations. If anyone is not exemplary, they must be educated.
Who educates? It must be exemplary people, people with moral character and courage. Many times, there are no flaws but they keep to themselves, afraid of conflict. Those "nodding" councilors who just want to be happy will not make progress because currently, violations are everywhere, right at the commune and ward level, everywhere. Therefore, it is necessary to review the leadership team soon, especially the leaders at all levels. These people must know how to rely on the organization, rely on the people.
