(Baonghean) - Building a grassroots party organization (TCCS) with sufficient leadership capacity and fighting strength, truly being the political nucleus to lead agencies and units to perform well their political tasks is the goal set forth in Resolution No. 01 ND/DU on "Improving the capacity of grassroots party organizations in leading the implementation of political tasks of agencies and units" by the Party Executive Committee of the Provincial Agencies Bloc.

Nghe An Newspaper had an interview with comrade Nguyen Quang Tung - Deputy Secretary of the Party Committee of Provincial Agencies about this content.

PV:Dear comrade, the Party Committee of the Provincial Agencies Bloc has just issued Resolution No. 01 ND/DU on “Improving the capacity of grassroots party organizations in leading the implementation of political tasks of agencies and units”. Could you assess the importance of this Resolution?

Comrade Nguyen Quang Tung:It must be affirmed that the Party building work at the Party Cells in the Provincial Agencies Bloc has had progressive changes, contributing significantly to the results of implementing the socio-economic development, defense and security goals of the province.

However, the Party's organizational structure and the quality of cadres and party members in the Provincial Party Committee still reveal weaknesses and shortcomings, failing to meet the requirements of Party building work in the current situation.

Specifically, the determination of the content and scope of leadership in implementing political tasks in each unit is unclear and incomplete; many Party organizations are still confused and lack appropriate solutions to promote the responsibility of Party organizations and Party members in performing the tasks of agencies and units.

The assignment of tasks to committee members and party members has not received due attention, is still lacking in specificity, and lacks inspection and supervision to properly evaluate the effectiveness of each party member; ideological work, organizational work, and cadre work have not been truly linked to the requirements of performing political tasks.

Some Party committees and organizations have not yet recognized and properly performed the functions and tasks of the Party Central Committee, especially in leading the implementation of political tasks.

Besides, the performance of public duties by civil servants and public employees is still limited, not dedicated and devoted to work, and the situation of civil servants and public employees causing trouble for organizations and individuals.

To meet the requirements of the new period, the Party Executive Committee of the Provincial Party Committee issued a resolution on "Improving the capacity of grassroots party organizations in leading the implementation of political tasks of agencies and units", aiming to create positive changes in the capacity and effectiveness of leadership in implementing political tasks of the Party's grassroots party organizations.

PV:Do you think that to improve the leadership capacity of the Party Central Committee in carrying out political tasks, we must first start with the team of cadres and civil servants?

Comrade Nguyen Quang Tung:Reality shows that the compliance with discipline, administrative discipline and responsibility in some agencies and units in the Provincial Public Security Bloc still has many limitations that need to be overcome, especially the role of the head.

To promote the role and responsibility of the leader, the Standing Committee of the Party Committee of the Bloc directed the implementation of the policy of unifying the position of Party Committee Secretary and Head of the agency or unit, creating unity and consensus from the issuance of policies to leadership and direction of the implementation of political tasks, maximizing the capacity of the leader, overcoming the situation of pushing and avoiding responsibility between the Party Committee Secretary and the head of the agency or unit in direction and operation.

This model also requires leaders to have a high sense of Party spirit, be exemplary, dare to do, dare to take responsibility, and have the ability to cover both Party work and professional tasks.

In 2017, the Provincial Party Committee of the Provincial Party Committee chose to implement the theme: "Discipline, administrative discipline and improving the quality of Party activities" associated with the implementation of Resolution 4 of the Central Committee (term XII), Directive 26 of the Prime Minister and Directive 17 of the Provincial Party Committee Standing Committee.

This is the necessary foundation of each agency and unit, in order to create a strong change in the working style and manner of cadres, civil servants and public employees.

PV:To effectively implement the goals of Resolution 01, how will the Provincial Party Committee of the Public Security Sector focus on leadership and direction solutions?

Comrade Nguyen Quang Tung:First of all, to improve the leadership capacity of the Party's Central Committee in leading the implementation of political tasks of agencies and units, it is necessary to link the content of Party building work with the requirements of political tasks of each agency and unit.

In particular, the focus is to continue to effectively implement Resolution 01 of the Provincial Party Committee of the Provincial Party Committee (term XVIII) on "Improving the leadership capacity of the Party's fighting strength and the quality of cadres and party members" in conjunction with the implementation of Resolution 4 of the Central Committee (term XII) and Directive 05 of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle.

Party organizations must select key, central and urgent issues for Party cells and Party committees to discuss and debate, and include them in resolutions for focused leadership; clearly define the responsibilities of agency heads in implementing the notification regime to Party committees, Party committees and Party cells about the implementation of political tasks, policies and new tasks of the agency and unit; the responsibilities of Party committees in organizational work, personnel work, ideological work, inspection and supervision to promote the completion of political tasks.

At the same time, the Party's TCSS must pay attention to taking care of the material and spiritual life, working conditions and means of cadres, civil servants, public employees and workers.

To do that, the Party organization must focus on leadership to promote administrative reform, strengthen administrative discipline, have specific solutions to improve working style, enhance the spirit and responsibility of performing public duties of cadres, civil servants and public employees.

Along with that is promoting the application of information technology in operations, management and implementation of professional tasks to prevent and repel negativity, contributing to building strong agencies and units, attached to the people, serving the people.
