'Leaders must be truly exemplary and dare to take responsibility'
(Baonghean) - Nghe An Newspaper had an interview with comrade Nguyen Quang Tung - Standing Deputy Secretary of the Provincial Party Committee of the Provincial Agencies on the model of unifying the position of Party Committee Secretary who is also the head of the agency or unit.
PV:Can you outline the process of implementing the model of unifying the position of secretary with the heads of agencies and units?
Comrade Nguyen Quang Tung:In fact, the assignment of the title of Party Secretary to the professional head in administrative agencies and public service units under the Provincial Agencies Bloc has been proposed and implemented for quite a long time. However, after the Provincial Party Executive Committee issued Resolution No. 09/NQ-TU on: Improving the leadership capacity and fighting strength of grassroots party organizations in Nghe An province, this issue has been implemented more drastically and synchronously.
One of the solutions proposed by Resolution 09/NQ-TU of the Provincial Party Committee to enhance the capacity and fighting strength of grassroots party organizations is to unify the positions: Party committee secretary is also the head of the agency or unit.
This is a correct policy, very suitable for the type of grassroots party organization in administrative agencies and public service units. The Party Committee of the Provincial Public Service Block has proactively grasped and determined to implement this policy well.
In the first phase, we implemented it at the Party cell level under the grassroots Party Committee in conjunction with the Party cell congress for the 2013-2015 term, then implemented it at the grassroots Party Committee level in conjunction with the Party Congresses at all levels for the 2015-2020 term. The encouraging thing is that after the policy was implemented, Party committees at all levels and professional heads of agencies and units had great unity and determination to implement it.

Up to this point, 40/57 subordinate Party Committees have unified the position of Party cell secretary who is also the head of the agency or unit, and 356/410 Party cell secretaries subordinate to the grassroots Party Committee are heads of specialized departments and boards.
In reality, when implementing this model, the apparatus structure is more compact, creating unity and consensus from the issuance of policies to leadership and direction of political task implementation, linking the requirements of political task implementation with organizational work, personnel work, and ideological work.
The head of the unit's Party Committee has a comprehensive grasp of the general situation, promptly absorbs the direction of superiors, quickly resolves problems arising in the unit, thereby saving meeting time, maximizing the capacity of the leader, and overcoming the situation of shirking and avoiding responsibility.
When implementing this mechanism, the responsibility of the leader is higher; decisions and work operations are faster, closer, more focused, overcoming the situation where there is still a "disparity" between the Party Committee Secretary and the head of the agency or unit in directing and implementing political tasks at the grassroots level. The fact that the Party Committee Secretary is also the head of the agency or unit also creates consistency between the Party Committee's policies and resolutions with the action program and the implementation of professional tasks and political tasks of the unit in a more tight and smooth manner.
In general, the implementation of this policy has brought about good results, creating new progress in Party building work across the entire Party bloc.
The results of professional activities in 2015 showed that the Provincial CCQ Bloc had 48/57 units classified as excellent (accounting for 84.2%), 9/57 units classified as completing their tasks well (accounting for 15.8%), and no weak units. The Provincial Front and mass organizations were all classified as excellent by the Central mass organizations. |
PV:So, to fulfill both roles, what requirements must a leader meet, comrade?
Comrade Nguyen Quang Tung:To implement the model of unifying the position of Party Secretary and Head of the agency or unit, the leader must have a high sense of Party spirit, be exemplary, dare to do, dare to take responsibility, and "match words with actions". In particular, it requires the leader to have the capacity to cover both areas: Party leadership and professional task management.
First of all, the responsibility of the head must be clearly defined in the Party Committee's regulations: what must be approved by the Party Committee and what is under the authority of the individual head of the unit. The determination of rights and responsibilities must be in accordance with principles, democracy, transparency and where authority is, responsibility is also.

In addition, it is necessary to establish a coordination regulation between the Party Committee and the professional leaders, strictly implement the principle of "collective leadership, individual responsibility", avoid arbitrariness, abuse of power, and lack of democracy. In addition, to shoulder the "two roles", in addition to the efforts of the leader himself, it also requires solidarity and high spirit of collaboration of the staff, Party members, especially each member of the Executive Committee. If the Executive Committee does not have a high fighting spirit, does not promote the spirit of criticism and self-criticism, especially in making policies and strategies, it can lead to a state of subjectivity and voluntarism.
And it will be a "burden" for the leader if the Party organization chooses the wrong person, assigns the wrong job, it will be "within capacity" if the right person is chosen and the chosen person is wholeheartedly devoted to the assigned job.
PV:To limit the problems that may arise when implementing the model of unifying titles, what solutions has the Party Committee of the bloc had, comrade?
Comrade Nguyen Quang Tung:In order for the model to promote its positive aspects, promote its effectiveness, and prevent possible negative aspects, in recent times, the Party Committee of the bloc has actively implemented inspection and supervision work in many forms: thematic supervision, surprise inspection... In which, it focuses on inspecting and supervising the responsibility of the Party organization in leading the implementation of political tasks, personnel work, administrative reform, and implementing grassroots democracy; inspecting and supervising the responsibility of Party members, especially leading Party members, in performing assigned tasks and responsibilities. Pay attention to areas where violations are likely to arise. Implement well the motto: "inspection with focus and key points", "supervision must be expanded".
Currently, the Party Committee of the block is focusing on building and issuing resolutions to improve the leadership capacity to carry out political tasks of grassroots party organizations in the Provincial Party Committee Block. In particular, it focuses on the content of inspection and supervision of party members' responsibilities in performing assigned tasks, including implementation progress, responsibility, ethics, communication culture, discipline, and administrative discipline when performing tasks. Annually, it directs the collection of votes of confidence for cadres and party members, especially the team of leaders and managers.
Linking the inspection and supervision of party members with the inspection of the performance of duties and powers of cadres, civil servants and public employees. Clearly defining the responsibilities of agency heads in implementing the notification regime to Party committees, Party committees and Party cells on the implementation of political tasks, policies and tasks of agencies and units; clearly defining the responsibilities of Party committees on organizational work, cadres and ideological work to promote the completion of political tasks; overcoming the situation of not daring to defend the right and not daring to fight when seeing wrong that currently exists in many Party organizations.
Besides, effectively implement the monitoring and criticism regulations of mass organizations in agencies and units to prevent as much as possible the negative aspects that may arise when implementing the unification model.
