Each year, more than 680 billion VND is paid to non-professional workers.
Delegates spent time discussing and giving comments on the draft Resolution on the number, titles, allowance levels, policies and regimes for part-time workers and other subjects in communes, wards, towns, hamlets, blocks and villages in Nghe An province.
Currently, according to Resolution No. 117/2013/NQ-HDND dated December 13, 2013 of the People's Council of Nghe An province, the number of non-professional workers in each commune, ward, and town is no more than 21 people; including 17 positions, divided into 4 groups with the highest allowance being equal to 1.1 basic salary and the lowest being equal to 0.6 basic salary.
The total number of part-time workers at the commune level is 9,608 people. The current monthly payment for part-time workers at the commune level is more than 15,760 billion VND; 1 year is more than 189.1 billion VND.
The number of non-professional workers in each block, hamlet, and village is no more than 5 people, including 7 positions, divided into 5 groups with the highest allowance being equal to 1.0 of the basic salary and the lowest being equal to 0.35 of the basic salary.
The total number of part-time workers in hamlets, blocks, and villages is 15,924 people. The current amount of money paid to part-time workers at hamlet level is 20.333 billion VND per month; and nearly 244 billion VND per year.
In addition to the non-professional activists in hamlets, blocks, and villages, there are also a number of activists who receive support from Resolution 151/2014/NQ-HDND dated December 12, 2014 of the Provincial People's Council, including: heads of the Front's working committee, heads of socio-political organizations, heads of the elderly association in hamlets, blocks, and villages, with the lowest monthly support being equal to 0.22 of the basic salary; the highest being equal to 0.3 of the basic salary. The total number of people is 23,322 people. The total amount paid per month is 9.449 billion VND; per year is more than 113.4 billion VND.

However, to comply with the new regulations of the Government and the reality of the province, the Provincial People's Committee has drafted a Resolution to replace Resolution No. 117/2013/NQ-HDND and Resolution No. 151/2014/NQ-HDND.
Accordingly, the number of non-professional workers in communes, wards and towns is proposed to be adjusted, specifically: communes, wards and towns of type 1 have a maximum of 12 people, type 2 have a maximum of 11 people and type 3 have a maximum of 10 people.
The draft also specifically stipulates the allowance level and the allowance level for part-time workers in communes, wards, towns and in hamlets, blocks and villages; the allowance level for village team leaders; police officers who are also deputy hamlets; heads of civil protection teams (also deputy blocks); members of civil protection teams; and village and village health workers.

Details of the number, titles, and allowance levels of non-professional staff in communes and hamlets are approved by the Provincial People's Committee.
(Baonghean.vn) - Implementing the policy of merging blocks, hamlets, and villages, Nghe An Department of Home Affairs submitted to the Provincial People's Committee a draft "Resolution on the number, titles, allowance levels, policies and regimes for non-professional workers and other subjects in communes, wards, towns, hamlets, blocks, and villages in the province".
In addition, the Provincial People's Committee also proposed the compensation level for those directly involved in the work of hamlets, blocks, and villages. Hamlets and villages with 350 households or more; hamlets and villages in key communes with complicated security and order issues according to the decision of competent authorities; hamlets and villages in border or island communes are supported with 25 million VND/year; the remaining hamlets, blocks, and villages are 23 million VND/year.
Policies and regimes for non-professional workers who are no longer assigned to work due to reduced positions when implementing the new Resolution are also mentioned.
Specifically, the titles of non-professional workers stipulated in Resolution No. 117/2013/NQ-HDND include: Internal affairs, emulation, rewards, religion, ethnicity; Party Committee Office; Management of cultural houses - Radio stations; Plant protection (or urban, traffic, construction for wards and towns); Veterinarians who quit their jobs due to reduction in titles stipulated in the draft Resolution, in addition to the regimes and policies enjoyed according to current law, are supported for each year of work equal to 1 month of current allowance (maximum support does not exceed 15 months and the working time to calculate support is continuous, uninterrupted time).
This support level is equivalent to the support level prescribed in Resolution No. 15/2019/NQ-HDND dated November 11, 2019 of the People's Council of Nghe An province on support policies for cadres, civil servants, non-professional workers and other redundant subjects due to the arrangement of commune-level administrative units, merger of hamlets, blocks and villages in Nghe An province in the period of 2019 - 2021.
The estimated budget for implementing the draft Resolution to be submitted to the Provincial People's Council is more than 604.1 billion VND/year; the maximum budget for implementing the policy to support non-professional workers who no longer work due to reduced positions when implementing the Resolution is more than 46.1 billion VND.

The Provincial People's Council's Legal Committee basically agreed with the allowance level proposed by the Provincial People's Committee, but proposed to adjust it in the direction of making the allowance for the Party cell secretary and the block and hamlet chief equal and higher than the allowance for the head of the Front's working committee in the block, hamlet and village, to suit the practical work at the grassroots level.
Also agreeing with the level of support for non-professional workers who are no longer assigned to work due to a reduction in their position, the Legal Committee noted that it is necessary to pay attention to avoid cases that overlap with Resolution No. 15/2019/NQ-HDND, that is, not allowing one subject to receive support twice.
The Department of Home Affairs and the Legal Committee of the Provincial People's Council need to continue to coordinate to edit the content of the Submission and draft Resolution, to submit to the Provincial People's Council at the next session.
