The alleged victim of the incident is Ms. Luong Thi Hiep (born 1982), residing in Tam Bong village, Tam Quang commune, Tuong Duong district.
At around 11am on June 2nd, she went to her neighbor’s house to buy animal feed. As soon as she left the gate, she saw a strange woman riding a motorbike in the opposite direction.
After talking for a while, Ms. Hiep felt like she was being "controlled" by that strange woman and did not know what she was doing.
A few minutes later, the woman left. After that, she kept in touch with Ms. Hiep by phone and text message. Ms. Hiep then started to hurriedly call and go to many acquaintances' houses to borrow money.
Specifically, Ms. Hiep went to Ms. Lu Thi Sen's house to borrow 70 million VND, Ms. Lo Thi Hoan 30 million VND (Ms. Hoan and Ms. Sen both live in Tam Bong village). Both of these people had handwritten documents when lending money. And on the way to the bank to deposit money for the stranger, Ms. Hiep also went to Mr. Kha Van Tue's house, living in Quang Thinh village, Tam Dinh commune, to borrow 10 million VND (thinking that they were acquaintances, Mr. Tue did not ask for written documents).
At around 5:00 p.m. the same day, Ms. Hiep went to the Bank for Agriculture and Rural Development, Tuong Duong District Branch, and deposited 103,500,000 VND (one hundred and three million five hundred thousand VND) into an account holder named Vu Hoan Vu, account number: 1606206059715, established at the Bank for Agriculture and Rural Development, Phu An Branch, Tan Binh District, Ho Chi Minh City. During this time, Ms. Hiep and the stranger frequently contacted each other.

Ms. Hiep added that after stepping out of the bank door for a while, she suddenly regained consciousness. She turned back to ask the teller who had just made the money transfer to stop the transfer, but he said the money had already been sent.
Ms. Hiep added that this morning (June 5), when she called the stranger's number (0966028745, Ms. Hiep saved this number under the name "Bank"), someone still picked up the phone and the other end of the line still said they would give her the gift soon.
Mr. Pham Minh Ngoc, Director of the Bank for Agriculture and Rural Development, Tuong Duong District Branch, said that the Bank had also received a call from the leaders of the Tuong Duong District Police asking the bank to coordinate in freezing the account of the person Ms. Hiep deposited money into. However, with such a call, the bank could not do it, but needed specific work from the two units.
The money Ms. Hiep transferred to the above account has been almost withdrawn, the balance is only approximately 300 thousand VND.
