The palm tree harvest has helped many households in Xieng My commune (Tuong Duong) have more jobs, as well as an average daily income of 400 - 600 thousand VND, so everyone is very excited. At the same time, she imported goods from the lowlands such as fish, squid, shrimp, soft drinks, etc. to serve the people in the highlands.

According to Village Chief Phay Tinh Van Hong: In the past, due to the remote location, it was quite difficult for people to consume agricultural products. In recent years, thanks to convenient transportation and pioneers in using social networks to promote and sell local specialties such as Party Secretary Kha Thi Bich, people's goods have been consumed more strongly. Some households in the village have followed suit and directly sold the products they produced and raised through social networks."

Commenting further on Party Cell Secretary Kha Thi Bich, Village Chief Phay Tinh Van Hong said: People call her “the hard worker of the village” because of her spirit of always working hard. When she is not busy with village work, she goes to the fields or goes to buy agricultural products, pack goods, and import goods to the lowlands. Phay Village, Xieng My Commune was established in 1949. From only 7 households when it was first established, Phay Village now has 101 households with 406 people, 100% of whom are Thai ethnic people. The family of Party Cell Secretary Kha Thi Bich came here from Lang Khe Commune, Con Cuong District to start a business and has become attached to this land. Kha Thi Bich's husband is the President of the Farmers' Association of Xieng My Commune, and she herself previously worked at the Commune Party Committee Office.
After being elected as Secretary of the Phay village Party Cell, Ms. Kha Thi Bich, together with the Party Cell Committee and the Village Management Board, promoted propaganda work, mobilized people to build new rural areas and effectively organized campaigns and patriotic emulation movements at the grassroots level.
Regarding the poverty reduction movement, the Party cell requires Party members, heads and deputy heads of mass organizations to be exemplary in encouraging family members to promote self-reliance, self-improvement, and strive to escape poverty sustainably and become rich legitimately. Better-off households should help poor and near-poor households in various forms such as providing experience, knowledge, plant varieties, livestock, etc. to encourage and motivate people to rise up and build a new life.

As the head of a village with a total natural land area of 904.95 hectares and production land of 620.50 hectares... the question of what animals to raise and what plants to plant to increase income for the people is always on the mind of Party Cell Secretary Kha Thi Bich.
After the Party cell meetings to discuss ways to escape poverty, determining that animal husbandry is still a strength, Party cell Secretary Kha Thi Bich, together with the Party cell committee and the Phay village management board actively propagated and mobilized people to develop a herd of 450 buffaloes and cows, a herd of 124 pigs, 1,330 poultry, and a herd of 32 goats... The village also issued animal husbandry regulations, included them in the conventions and village covenants, and required people to strictly comply.
Accordingly, households with livestock must ensure that their barns are hygienic and do not affect the environment. Regarding cultivation, the focus is on improving the quality of upland rice, double-crop rice, corn, peanuts, cassava, vegetables and grass for livestock. The village also focuses on planting forests with an area of 90 hectares (acacia, mahogany) to ensure a long-term source of livelihood.
In addition, aquaculture has been developed with a system of 78 fish ponds. Many households have made efforts to develop their economy and have a more prosperous life, such as Mr. Lo Van Luong's family with a model of raising buffaloes and cows of over 20 heads, and Mr. Luong Van Tien and Mr. Luong Van Tinh's households with a VAC model of raising livestock combined with fish ponds.

According to the Secretary of the Party Cell Kha Thi Bich: The investment programs, tree and animal models are allocated, the village gives priority to households with the will to escape poverty, determined to develop the household economy. For example, through the cow breeding program supported by Nghe An Newspaper, some households in the village have had economic improvement.
A typical example is Mr. Lo Van Son's family, who was given a female calf by Nghe An Newspaper in 2012. Since then, his family has developed a herd of 9 cows. After selling 4 cows, each for 15 - 18 million VND, Mr. Son's family had money to build a solid house and escape poverty. Or from the fruit tree seed support program, eliminating mixed gardens of the Party Newspaper for Xieng My commune. In Phay village, there are 2 households that have converted mixed gardens into large-scale fruit gardens: Mr. Vi Thanh Luan and Mr. Lo Van La, planting 150 - 200 mango and jackfruit trees.
After more than 2 years, the trees have taken root, grown well and started to bear fruit, promising a bumper crop. In addition, the fund from the “1,000 VND ATM” model, the village also prioritizes lending to poor households without interest to buy seedlings.

Talking to us, Comrade Loc Thi Van - Standing Deputy Secretary of the Xieng My Commune Party Committee said: Thanks to the exemplary pioneering of the leader, the solidarity and consensus of the people, Phay village is currently the unit with the lowest poverty rate in the whole commune (the whole village has only 8 poor households). This is also the first unit of Xieng My commune to reach the new rural finish line and is the village chosen by the District Party Committee's Mass Mobilization Committee as a model to build the "Drug-free village" of Xieng My commune.
Not satisfied with the results achieved, in 2023, Party Cell Secretary Kha Thi Bich, together with the Party Committee, Party Cell and Village Executive Committee, continued to mobilize people to concretize more than 500m of internal village roads, in which the State provided cement, people contributed sand and gravel and working days to implement according to each self-managed group.
At the same time, mobilize some households to overcome the mentality of waiting and relying, proactively invest in roads to production areas to facilitate the transportation and consumption of agricultural products and livestock.

The whole village has 35 incinerators located in central areas and along main roads; 100% of households have access to clean water; 100% of households have garbage pits to treat household waste, in addition, the environmental self-management model undertaken by the Women's Union is also effectively maintained.

Late afternoon, passing by the Chon stream area, pointing to a red sign with yellow letters stating “Strictly prohibiting fishing in any form from the area of Nhan Noc Dong to Nhan Ta Ma” erected right on the side of the road, Party Secretary Kha Thi Bich smiled and explained: That is a model for protecting aquatic resources of our village. The main purpose is to preserve the cool fish - considered a precious product in the highlands. Cool fish in Thai is “Pa Khinh”, this type of fish only lives in clean water, eating algae. For generations, people have believed that the fish in the stream are a gift from nature, so they have exploited it without permission, causing the precious fish resource to gradually become depleted. To preserve this fish species, the people unanimously agreed with the policy of organizing the installation of signs prohibiting fishing and adding this content to the village's covenants and regulations.
Accordingly, anyone who violates the law, using nets, nets or electric shock to catch fish in the prohibited area will be punished by the village management board. Every year, the village organizes collective fishing on the occasion of Tet and holidays such as National Day September 2, National Solidarity Day November 18... to serve collective activities and supplement the village fund to build public works. Each fishing occasion becomes a joyful fishing festival, uniting the whole community.
