According to Plan No. 396 dated July 20 of Nghe An Provincial People's Committee,Priority is given to the elderly, children, pregnant women, freelance workers, unemployed people, people stranded due to visiting relatives, work, students, etc.

Those in difficulty will be supported with travel expenses, centralized quarantine, and testing according to Government regulations. The remaining subjects will have to pay for their own travel, quarantine, and testing expenses.

Citizens returning to Nghe An will be quarantined at centralized quarantine areas of Nghe An province under the management of the Provincial Military Command; centralized quarantine is managed by the People's Committees of districts, cities and towns.

Those in need will be quarantined at paid service quarantine areas, which are hotels and accommodation facilities that ensure epidemic prevention and safety conditions publicly announced by the Department of Tourism.

As of July 31, 2021: The total number of Nghe An people in Ho Chi Minh City and the southern provinces registered to return to their hometown is 18,500 people. Previously, on July 6, 2021, the Provincial People's CommitteeNghe Analso issued Official Dispatch No. 4600/UBND-BCĐ "On strengthening the management of people returning from epidemic areas, organizing medical isolation in the prevention and control of Covid-19 epidemic in the province".

According to this document: For cases of leaving the area under medical isolation and social isolation according to Directive No. 16/CT-TTg without permission, centralized isolation will be organized for at least 21 days from the date of return to the locality, and samples will be taken for testing at least 3 times according to regulations. Citizens are responsible for paying all costs related to isolation and testing.

On July 22, 2021, the Steering Committee for Covid-19 Prevention and Control issued Document No. 3190/BCĐ-SYT on organizing quarantine and taking samples for testing for people from localities across the country coming to/returning to/passing through Nghe An province.

This document adds some measures to prevent and control the Covid-19 epidemic. Accordingly: All citizens from provinces and cities who come to Nghe An to stay or citizens from the province who go out of the province when returning must go to the nearest Health Station or Health Center to make a medical declaration and be guided, classified, and assigned to implement measures to prevent and control the epidemic before returning home.

The organization of quarantine and testing for Covid-19 prevention and control has also been adjusted. Specifically as follows: Centralized quarantine for at least 14 days. Organize testing at least 4 times on the first day, the third day; the seventh day and the thirteenth day during the centralized quarantine period (pooling samples from the second time onwards). Continue to quarantine at home or at the place of residence for at least 14 days (from the date of the decision to complete centralized quarantine). Organize sample collection for testing on the 7th day from the date of quarantine at home or at the place of residence.

Thus, people who voluntarily return from epidemic areas must undergo centralized quarantine for at least 14 days and home quarantine for at least 14 days. They must undergo 5 tests, including 1 single sample test and 4 pooled sample tests. The cost of testing for people who voluntarily return from epidemic areas must be paid by themselves./.
