What are the risks from the US Navy sending troops to the Korean peninsula?

A US Navy strike group will head to the Western Pacific to maintain a presence near the Korean peninsula, Reuters reported earlier, citing a US official.
"If Pyongyang perceives a security threat from the US warship operation, this could push the North Korean leadership to continue to take reckless actions," the senator said.
The head of the Defense and Security Committee in the Russian Senate has stated that the US Navy can be present anywhere in the world's oceans if they do not violate international agreements.
"However, the presence off the coast of North Korea would be extremely disadvantageous in relation to the need to build a negotiation process with Pyongyang," - Mr. Ozerov said.
Besides, the Russian Senator reminded that the risk of the US launching missile attacks on North Korean military targets should not be ruled out.
"The US strike on the Syrian air base was not unanimously condemned at the UN Security Council, which was justified by the national security threat, Washington may see North Korea as an even greater threat," Ozerov pointed out.
