Former BIDV Chairman Tran Bac Ha and 5 big questions for Nghe An

“I still remember that winter was very cold. During the conference to promote investment in the North, I and the leaders of Nghe An province at that time discussed how to attract investment to Nghe An with a model of 3 houses: Investors, the state and banks. Then in February of that year (2009), we organized the first conference with encouraging results: 140 enterprises invested, signed 22 agreements. I still remember comrade Nguyen Sinh Hung at that time said: Don't beat the drum and leave it alone, we have to do it regularly, the conference next year must be better than the previous year. And in 2011, the 3rd investment meeting conference, with the suggestion of the leaders of the Party and the state, we considered this the annual Spring investment festival in Nghe An. And this year is the 9th year, the spring of Dinh Dau.
Personally, BIDV and I would like to thank Ms. Thai Huong, Mr. Le Phuoc Vu, Mr. Hoang Manh Truong... for investing in projects in Nghe An with large projects in which BIDV has contributed to supporting investment capital for many projects.
At this conference, I would like to raise some issues for Nghe An to think about and strive for:
- The first:Regarding budget revenue. Nghe An in 2016 collected 11,000 billion VND (2016), so when will Nghe An balance its revenue and expenditure? In 2020, will Nghe An achieve 22,500 billion VND in budget revenue (equivalent to 1 billion USD) or not? The poverty rate in Nghe An is currently 9.5%, will the poverty rate decrease to 2% in 5 years?
- Monday: About tourism,For the first time in 2016, Vietnam reached 10 million international visitors, the Government directed tourism to become a spearhead economic sector. But Nghe An currently only reaches 3.5 million visitors each year and the number of international visitors to Nghe An only reaches 72,860. The number of 4-5 star hotels in Nghe An can be counted on the fingers.
-3rd: Investing in clean and high-tech agriculture:This is the government's priority program this year. I assume that if only half of the agricultural and forestry land area (300,000 hectares) is converted to growing clean agricultural products, Nghe An will be able to produce about 200,000 tons of clean products a year and gain high value.
3 years ago, BIDV connected with Nghe An and Gifu - Japan. With Gifu's experience in tourism, Nghe An needs to see what building a tourism brand for Nghe An is, the first thing is to have a plan and strategy for development. The Western region has medicinal plants and fruit trees that need to be promoted.
- Wednesday: When will our industrial parks be filled?Currently, Nghe An has VSIP and Hemaraj investing in industrial park infrastructure. So when will Nghe An become a high-tech export center for IT and high-quality labor? This is a huge advantage of Nghe An.
- Thursday: XBuilding Vinh to become the economic and cultural center of North Central Vietnam:When will this be achieved? Vinh City is still not well known to international friends.
