Former Chairman and Vice Chairman of Hai Phong City were disciplined with warning

The Central Inspection Committee decided to discipline Mr. Duong Anh Dien and Mr. Le Khac Nam with a warning.

From September 6-8, in Hanoi, the Central Inspection Commission held its 6th session. Mr. Tran Quoc Vuong, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission chaired the session.

At this session, the Central Inspection Committee reviewed and disciplined the violating party members. Accordingly, implementing Notice No. 94-TB/UBKTTW, dated July 20, 2016 of the Central Inspection Committee concluding the inspection when there were signs of violations against the Party Executive Committee of the Hai Phong City People's Committee and a number of individuals.

After reviewing the Report proposing disciplinary action against Mr. Duong Anh Dien, former Secretary of the City Party Committee, former Secretary of the Party Committee, former Chairman of the Hai Phong City People's Committee; Le Khac Nam, Member of the Standing Committee, Deputy Secretary of the Party Committee, Permanent Vice Chairman of the City People's Committee; Doan Duy Linh, Director of the Department of Culture, Sports and Tourism of Hai Phong City.

The Central Inspection Committee found that the shortcomings and violations of Messrs. Duong Anh Dien, Le Khac Nam, and Dao Duy Linh caused serious consequences, causing public outrage, and affecting the reputation of the Party, the State, and these gentlemen personally.

During the review process, they seriously and voluntarily recognized their shortcomings, mistakes, and violations and accepted the disciplinary measures. Based on the content, nature, and level of the violations, based on Regulation No. 181-QD/TW dated March 30, 2013 of the Politburo on handling violating Party members, the Central Inspection Committee decided to discipline Mr. Duong Anh Dien and Mr. Le Khac Nam with a warning; and Mr. Dao Duy Linh with a reprimand.

Previously, on July 11, the Central Inspection Commission issued a notice on the 4th and 5th sessions of the Commission. At these two sessions, the Central Inspection Commission reviewed and concluded on a number of cases, including the inspection of signs of violations against the Party Committee of the Hai Phong City People's Committee for the 2010-2015 term and a number of individuals.

Regarding the Party Executive Committee of the City People's Committee: The Party Executive Committee of the Hai Phong City People's Committee for the 2010-2015 term was irresponsible in leading and directing the City People's Committee to implement the conclusion of the Standing Committee of the City Party Committee on the policy of researching the plan to arrange fountains, combining lighting and artistic techniques (Water Music Project), and did not properly implement the regulations on construction investment management for the project.

Regarding the individuals: Duong Anh Dien, former Secretary of the City Party Committee, former Secretary of the Party Committee, former Chairman of the City People's Committee; Le Khac Nam, member of the Standing Committee, Deputy Secretary of the Party Committee, Permanent Vice Chairman of the City People's Committee; Doan Duy Linh, Director of the City Department of Culture, Sports and Tourism, there are shortcomings and violations: Violating Regulation No. 51-QD/TW, dated April 19, 2007 of the 10th Party Central Committee Secretariat, Working Regulations of the City Party Committee for the 2010-2015 term, Working Regulations of the Party Committee of the City People's Committee for the 2011-2016 term in deciding to approve the investment in the Water Music Project; lacking responsibility in directing, inspecting, organizing implementation and violating regulations on construction investment management, cost management, contract management, contractor selection.

The shortcomings and violations of the above-mentioned collectives and individuals have led to the unfinished Water Music Project, which has not yet been accepted, settled, handed over, or put into use according to the approved objectives and requirements, causing loss and waste to the state budget, causing bad public opinion among local officials, party members, and people./.
