Former Director of Health Department banned from leaving the country at the airport
Former Director of Long An Department of Health Le Thanh Liem was banned from flying when he went to Tan Son Nhat airport to check in at the request of Long An Provincial Police.
On the morning of April 9, Mr. Tran Thanh Can - Chairman of the People's Committee of Long An province said that he will re-examine why Mr. Le Thanh Liem (Director of Long An Department of Health who retired in February 2017) was banned from leaving the country. Mr. Liem was banned from leaving the country on the evening of April 8 and just returned to Long An this morning.

According to the records, considering the request in document No. 717/SYT-TCCB dated March 29, 2017 of the Department of Health, and the proposal in document No. 367/SNgV-LS dated April 4, 2017 of the Department of Foreign Affairs regarding officials taking leave to go abroad, the People's Committee of Long An province agreed to allow Mr. Le Thanh Liem (civil servant type A2, senior specialist, code 01.002, level 6) to take leave in 2017 to travel to Japan; time from April 9 to April 14; expenses are self-funded.
Mr. Le Thanh Liem is responsible for completing all procedures for going abroad according to current regulations.
On the afternoon of April 8, Mr. Liem went from Long An to Ho Chi Minh City to check in for his flight. There, he was banned from leaving the country.
Lieutenant Colonel Nguyen Tien Sy - Deputy Chief of Tan Son Nhat International Airport Border Gate Police has decided not to process the exit to Osaka on the grounds that the exit has not been approved at the request of the Investigation Police Agency of Long An Province Police.

Lieutenant Colonel Sy asked Mr. Liem to contact the Long An Provincial Police for a resolution. Mr. Liem said that in order to travel abroad, he had completed all the necessary procedures and submitted them to the relevant authorities, spending more than 50 million VND to buy a round-trip ticket and book a stay in Osaka.
"I was banned from leaving the country without knowing it, so I spent a lot of time and money to get there, and now I've lost everything. At the end of 2016, I went on a business trip to the US with the Ministry of Health and didn't encounter any problems," said Mr. Liem.
