Former deputy chairman of commune twice committed fraud and misappropriation of property.
The police have initiated criminal proceedings and issued an arrest warrant for Mr. Bach Bien Hoa (born in 1987), former Vice Chairman of the People's Committee of Hoa Xuan commune, to investigate his alleged fraudulent appropriation of property.
According to the investigation, in July 2024, a person named H (residing in Buon Don district, Dak Lak province) came to the office of Mr. Bach Bien Hoa (residing in Hoa Xuan commune, Buon Ma Thuot city) to inquire about renting two ponds managed by the commune's People's Committee for aquaculture. At that time, the vice chairman of the commune's People's Committee replied that he needed to seek approval from higher authorities before making a decision.
In late July 2024, Hoa messaged Mr. H., saying that if he wanted permission to lease the pond, he would need a "gift" of 30 million VND. Trusting her, Mr. H. transferred the money to Hoa. After receiving the money, Hoa did not proceed with the lease procedures for Mr. H. as agreed.appropriationPersonal spending.
Initial investigations also determined that in February 2023, Bach Bien Hoa provided false information, promising a resident of Cu M'gar district, Dak Lak province, that they would pass the civil servant teacher exam organized by the Buon Ma Thuot City People's Committee. Hoa received 250 million VND from the victim to "secure" the civil servant position. The entire amount was embezzled and spent by the suspect.
The Dak Lak Provincial Police are currently working diligently to complete the case file for processing according to regulations.
