Speaking to the press, Mr. Nguyen Chien Binh said: Implementing the Party and Government's cadre policy, from September 1, 2015, I was able to retire according to the regime. After completing the procedures, I received my pension at the place of permanent residence registration, through the specialized department of the People's Committee of Ward 7, District 3. The monthly pension I receive is 9,026,500 VND.

After the policy of paying salary through bank accounts was issued, Mr. Nguyen Chien Binh completed the procedures to report the account number to the authorities and received his salary through the bank account. This is the account that former Deputy Inspector General of the Government Nguyen Chien Binh used when he was working at the Government Inspectorate and received his pension from January 2017 to March 19, 2017, according to the statement with the Bank's confirmation stamp.

However, from March 25, 2017 until now, for 5 months, Mr. Nguyen Chien Binh has not received his pension through his account without knowing the reason, nor has any competent authority explained.

Realizing that the incident had signs of lack of transparency, even signs of taking advantage of his position to appropriate pensions of retired officials, on the afternoon of August 22, 2017, former Deputy Inspector General of the Government Nguyen Chien Binh went to meet the Chairman of the People's Committee of Ward 7, District 3, to find out why retired officials had not received their pensions through their accounts for 5 months.

At the office of the Chairman of Ward 7 People's Committee, Mr. Nguyen Chien Binh presented the incident and provided a bank statement.

After checking, a female professional officer of Ward 7 People's Committee replied that the account had an error so his pension was returned by the bank.

Without fully explaining the regulations related to the incident, this female officer asked Mr. Binh to work with District 3 Social Insurance and Ho Chi Minh City Social Insurance, provide the account number to redo the procedures, and provide a declaration of information change according to form 18-CBH.

Realizing the irresponsible way of working, making it difficult for retired cadres, Mr. Nguyen Chien Binh asked the Chairman of Ward 7 People's Committee to contact District 3 Social Insurance, and received information that the failure to transfer pensions to bank accounts was the fault of the post office?

According to former Deputy Inspector General of the Government Nguyen Chien Binh, this incident goes against the Party's policies and the Government's regulations on policies and regimes for retired cadres. Therefore, he requested the Ho Chi Minh City Police and the Ho Chi Minh City Inspectorate to conduct inspections and investigations to clarify violations and strictly handle violating cadres. This is necessary to protect the legitimate rights and interests of retired cadres, as well as to prevent the situation of pensions not being transferred to accounts as happened in District 3.
