Identifying 9 prominent issues in Tan Ky district party committee
(Baonghean) - Carrying out the inspection according to Resolution 4 of the Central Committee (term XII), Tan Ky district identified 9 outstanding issues to focus on in-depth review and propose solutions to overcome them.
With the spirit of correctly identifying the manifestations, proposing appropriate solutions to fight, prevent and repel the degradation of political ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party, the steps to conduct a review according to Resolution 4 of the Central Committee (term XII) were seriously and properly implemented by the Standing Committee and the Executive Committee of Tan Ky District Party Committee, following the motto of looking straight and telling the truth.
There are even manifestations that 100% of the comrades in the Standing Committee have recognized, such as: there were times when they were not closely following the grassroots, lacking inspection, supervision, and a firm grasp of the situation in the localities and units assigned to them, leading to slow direction in resolving some difficult and pressing issues of public concern.

Comrade Bui Thanh Bao - Secretary of the District Party Committee said: The Standing Committee of the District Party Committee and the District Party Committee identified 20/27 manifestations associated with specific collective and individual addresses such as:
The situation of party members violating discipline and social evils (in 2016, the total number of party members disciplined was 23 comrades; of which 8 cadres and party members who violated gambling were expelled from the Party); Some programs, projects and plans were behind schedule, such as the site clearance of 10 kiosks in front of the District Library; handling land disputes between Kieu Phuong Company Limited and households in Yen Thanh District; resolving land disputes in the Cua tile village industrial park.
In addition, the implementation of the conclusion of the Provincial People's Committee Chairman related to the slow progress of urban beautification work such as: upgrading and expanding roads and drainage systems within the town; building monuments and town parks; completing the construction of Phu Son bridge; town lighting...
Some sections of traffic works are of poor quality such as: Road to Tan Hop commune center to Thung Khien tourist area... In the process of directing the implementation of socio-economic development tasks, due to not carefully studying the actual situation and scientific basis, a member of the Standing Committee directed the District People's Committee to implement some work contents not according to the original plan.
The District People's Committee's direction on the implementation of Resolution No. 02-NQ/TU of the Provincial Party Committee on the rotation and transfer of Party members and civil servants in communes and towns is still slow and ineffective. Some members of the District Party Committee, leaders of district-level departments and branches and key officials at the grassroots level have not yet closely grasped the situation among the people; have not actively and proactively resolved outstanding and long-standing issues at the grassroots level such as the land encroachment problem occurring in Tan Huong commune, the land dispute in craft villages occurring in Nghia Hoan commune; land disputes in Giai Xuan and Nghia Dung communes, etc.

During the review process, the Standing Committee of Tan Ky District Party Committee identified 9 key issues that need to be implemented in 2017. These include 3 old issues that were not resolved in 2016 (resolving land disputes at Nghia Hoan Industrial Park; land disputes between Kieu Phuong Company Limited and people of Nghia Dung Commune (Tan Ky) and Quang Thanh Commune (Yen Thanh); site clearance, and final handling of business kiosks in the (old) library area).
The five new issues are: Clearing the traffic safety corridor in the town center and commune centers, removing temporary markets; eliminating all manual brick kilns in the area; not allowing construction on forestry land in hamlet 14, Tan Huong commune; focusing on clearing the ground for key projects in the area to hand over to investors on schedule; correcting the working style and manner of civil servants, especially managers, through tightening discipline and administrative discipline; strengthening the arrangement and rotation of cadres with the spirit of not allowing more than 2 terms, especially for comrades who cannot perform well and have low prestige; strictly implementing vertical rotation (from district to commune) and horizontal rotation associated with the job position project.
“The district is determined to focus on solving 9 key, urgent issues in the area in conjunction with implementing Directive 05 of the Politburo. In addition, it assigns responsibility to localities to focus on handling urgent, prominent issues in the area, not allowing new issues to arise and publicizing the handling results on the mass media,” affirmed Comrade Bui Thanh Bao - Secretary of the District Party Committee. |

According to comrade Thai Doan Lam - Deputy Head of the District Party Committee's Organization Board: The review has been seriously accepted by localities and units with the spirit of openness and self-awareness of the collective and the leader. The review has attached responsibility to individuals in charge of each area. For example, some establishments do not have a firm grasp of the situation in their localities, and are still passive and confused in handling urgent cases (communes of Tan Huong, Nghia Hanh, Ky Son, Nghia Dung, Nghia Hoan) or some units still allow illegal exploitation of natural resources and minerals to occur in the area (communes of Nghia Thai, Nghia Dong, Tan An), the leader must bear the highest responsibility.
Comrade Bui Thanh Bao - Secretary of the District Party Committee said: By April 3, 56/60 grassroots party organizations had conducted self-criticism, most of which met the requirements (the goal is to complete 100% of the self-criticism work at grassroots party organizations by April 10).
However, there are still units that have not implemented seriously, with signs of carelessness, the District Party Committee has requested an inspection and proposed to conduct a review, typically in Ky Tan commune (the review was organized in only 1 session). To effectively implement the Resolution, the Standing Committee of the District Party Committee requires collectives and individuals to correctly identify the signs in order to have solutions to overcome them, this is the key, long-term task that the Tan Ky District Party Committee focuses on implementing.
