(Baonghean.vn) - It's only mid-August, not yet the peak season, but many people have contacted to buy fireworks from abroad in large quantities and then transported them to Vietnam to wait for the time to sell for profit. Grasping the fluctuations, many cases have been monitored and destroyed by the authorities.

Consecutive arrests of many lines

On July 30, 2022, the Criminal Police Department, Provincial Police presided over and coordinated with Nghi Thai Commune Police (Nghi Loc), the Customs Branch and related units to successfully arrest Luong Van Duong (born in 1982), residing in Nghi Thai Commune, seizing more than 156 kg of various types of foreign-made fireworks. Duong had a previous conviction for "Murder", was released from prison in 2008 and was also a subject with complicated activities in buying and selling fireworks in the area. At the police station, Luong Van Duong confessed that the above fireworks were ordered by Duong from other provinces, brought back and hidden, then found a place to resell for profit.

At around 11:00 a.m. on July 1, 2022, after receiving information about a large quantity of illegal fireworks being transported on the Vinh City bypass, through Hung Tay Commune (Hung Nguyen), the Environmental Police Department, Provincial Police coordinated with Hung Nguyen District Police, Dien Chau Traffic Police Station to organize forces to intercept, request to stop and check the passenger car with license plate 37F - 002.86 driven by Ho Dien Thu (born in 1980), residing in Hamlet 6, Tan Son Commune (Quynh Luu). Thereby, 5 carton boxes containing 100 blocks of 49-round fireworks labeled foreign; total weight of nearly 1.5 quintals were discovered.

Continuing to expand the investigation, the authorities have issued an emergency arrest warrant for Nguyen Thi Thu Lanh (born in 1977), residing in Duc Minh commune, Dak Mil district, Dak Nong province, currently residing in Tan Canh commune, Dak To district, Kon Tum province. Searching the suspect's residence, Nghe An police continued to seize nearly 100 kg of fireworks. This is a ring of illegal buying, selling and transporting fireworks from the southern border provinces to the northern provinces for consumption, which was discovered and monitored by Nghe An provincial police since the end of 2021.

Previously, at 10:30 p.m. on June 16, 2022, the Criminal Police Department, Provincial Police presided over and coordinated with Nghi Truong Commune Police (Nghi Loc), Dien Hoa and Dien Ngoc Commune Police (Dien Chau), Cong Thanh Commune Police (Yen Thanh) and related units to successfully break up a case, arresting subjects involved in the act of illegally trading in large quantities of firecrackers led by Nguyen Tu Sang (born in 1994), residing in Dien Ngoc Commune, Dien Chau District.

Arrested and searched the residence of Nguyen Tu Sang and 3 other subjects in the ring including: Nguyen Van Tuong (born in 1985), residing in Nghi Phong commune (Nghi Loc); Lai Van Huong (born in 1984), residing in Dien Hoa commune (Dien Chau) and Nguyen Thi Nhan (born in 1978), residing in Cong Thanh commune (Yen Thanh). The police agency seized nearly 500 kg of explosive firecrackers, 1 car and many other related evidences. At the police investigation agency, the subjects admitted their crimes. Accordingly, the purchased firecrackers after being gathered at the subjects' homes, waiting until the end of the year, near Lunar New Year, the firecrackers will be sold to customers in localities in Nghe An province and neighboring areas.

Actively fight and prevent

According to authorities, because the profits from this illegal activity are very high, despite strict sanctions, the subjects have found every way to transport and bring firecrackers from the other side of the border into Nghe An to hide, waiting for the time to resell to buyers to make illegal profits.

To avoid detection, criminals often use tricks such as: Transporting from border areas to the interior via trails and openings; using many types of vehicles to hide, dividing goods for transportation, camouflaging in many forms... causing difficulties for the investigation and arrest process.

For example, on June 12, 2022, Nghi Loc District Police successfully broke up a case, arresting 3 cases and 4 subjects for the act of "Illegal buying, selling and transporting of fireworks". The arrested subjects include: Pham Van Tam (born in 1990), residing in Nghi Tan ward, Cua Lo town; Phan Trong Hien (born in 1982), residing in Hung Trung commune (Hung Nguyen); Thai Ba Duy (born in 1994) and Nguyen Van Do (born in 1982), both residing in Dien Bich commune (Dien Chau). The amount of evidence collected and temporarily detained includes 145 kg of fireworks; 4 motorbikes; 4 mobile phones. Accordingly, the subjects were involved in a ring of illegal buying, selling and transporting fireworks in large quantities between districts by disguising themselves as transporting and receiving fresh seafood.

On July 21, 2022, in Village 7, Dien Ky Commune (Dien Chau), Dien Chau District Police arrested Nguyen Van Dai for trading in prohibited goods; confiscated 250 fireworks of 36 pieces, totaling 310 kg, in Dai's car. Conducting an emergency search of the subject's residence in Dien Ky Commune, the Task Force seized an additional 10,000 firecrackers weighing 20 kg. Regarding the method, the subject took advantage of his job as a passenger bus driver to Laos to transport fireworks. The subject is an important "link" in the chain of illegal transportation of fireworks from Laos to Dien Chau District.

According to statistics from the Provincial Police, from December 15, 2021 to August 15, 2022, police units and localities discovered and arrested 607 cases, 734 subjects, and seized 3.27 tons of firecrackers.

Based on the direction of the Provincial Police, the local police have focused on the fight. In particular, they are targeting subjects operating in illegal trade lines and groups of fireworks and firecrackers; subjects with criminal records for smuggling, manufacturing, trading, storing, transporting, and illegally using fireworks; subjects who are young people, teenagers, students at schools who show signs of illegal production, trading, storing, and using fireworks; vehicle owners and drivers on roads and waterways who have the ability, conditions, and signs of suspicion of illegal trading and transporting of fireworks and firecrackers, especially subjects who frequently travel through border areas, seaports, and key routes and areas.

In addition, the police force also actively coordinated with the Border Guard, Customs, Market Management, and Coast Guard to strengthen inspection and strictly control the border and sea routes to effectively combat and prevent the illegal smuggling of fireworks and firecrackers into Nghe An.

However, to effectively prevent crimes related to fireworks, all levels, sectors and local authorities need to step up propaganda work, mobilizing people to strictly and effectively implement the provisions of the law on fireworks. Do not produce, buy, sell, transport, store and use fireworks and fireworks powder, promptly detect, denounce and fight against violations of the law related to fireworks... In addition, strengthen propaganda work, organize people, especially students, to commit not to buy, sell, store and use illegal fireworks and fireworks powder, to avoid unfortunate accidents.
