Currently, there are a number of overseas media organizations colluding with domestic reactionary elements to "internally attack and externally attack" our State, such as: RFI (Radio France International) has versions on Facebook, Twitter, Google+, Instagram, Dailymotion, YouTube, Soundcloud... content is transmitted in 14 languages; RFA (Radio France International) has versions on Blog, Facebook, Twitter, Google+, Wordpress in more than 10 languages; VOA (Voice of America) has versions on Facebook, Twitter, Google+, Instagram, YouTube, Soundcloud, Podcast... They also design software (such as RFA app, VOA app...) so that listeners and viewers can download and automatically and regularly update the latest information via mobile phones and handheld devices; blogs (such as RFA blog) have integrated links to bloggers - reactionary elements disguised as "democratic critics".

Many websites and forums of reactionary organizations also provide instructions on how to “overcome the firewall” to spread bad and toxic information into Vietnam. For example, the reactionary and terrorist organization Viet Tan not only uses so-called traditional propaganda agencies, such as the newspaper “Resistance”; the radio station “Vietnam Resistance”, “New Horizon”, but also promotes the use of social media applications, such as Facebook, Twitter, Google+, Blog, Viettan app to continuously update anddisseminate reactionary information. Reactionary information from outside is assisted by their domestic network of agents, forming dense information networks to steer public opinion according to their intentions.

Taking full advantage of the “openness” of the modern media environment, allowing individuals to easily convey any unverified information, freely express their opinions, attitudes, comments, and shares on any issue they like or are interested in, to spread distorted and reactionary information. With the trick of “one throws the other and the other catches the news”, after posting fabricated and distorted information on reactionary websites, they simultaneously Share, comment, and provide links to a number of news and articles that distort and defame the fight against corruption and discipline violators to “cite evidence” with the intention of inciting, controlling, and guiding public opinion.

The modern information and communication environment, especially the social network environment, also "allows" individuals to create anonymous news sites, even fake ones, which has facilitated negative behaviors and tricks to be easily carried out on the internet and social networks. Also through social networks, taking advantage of this "anonymous" feature, hostile forces support associations and groups disguised as civil society, nurturing and developing groups to exchange and provide information via the internet, and at the same time attracting users on social networks such as "Democratic Association", "Anti-Corruption Association", "Injustice Victims", "Health Information", "Environmental Protection Association"... with the trick of posting many good and meaningful articles about life, but sometimes they insert articles that distract public opinion with the form of social criticism to comment on domestic political and social issues, making readers confused, vague, "mixed black and white" but in fact, to provide bad, toxic information, incite, divide the great solidarity bloc, oppose the policies and guidelines of our Party and State.

In addition, to give reactionary information pages "weight", these organizations and groups have sought out and "raised the flag" of people with discontented and reactionary thoughts, who regularly write articles posted on these "publications", such as Nguyen Van Hai (Dieu Cay), Pham Chi Dung (Vietnam Independent Journalists Association), Bui Thanh Hieu (Nguoi Buon Gio), Nguyen Huu Vinh (Anh Ba Sam), Le Dung Vova... to entice and attract discontented or politically immature people to join in commenting and sharing this toxic information.

Using new features of digital software to process, cut and paste images, sounds... to create video clips with distorted and harmful content that spread on websites, especially on YouTube channels. From official images on state media, they cut, edit, add, and subtract with bad intentions to deceive viewers, causing confusion and suspicion. Exploiting and using Facebook's livestream feature (live reporting with images) to post video clips such as at the trials of reactionary subjects Hoang Duc Binh,Nguyen Nang Tinh, Nguyen Van Oai..., interviewed extremists and posted them on social media to distort the truth. Overseas news sites used these images to cut, fabricate and accuse "the government of violating human rights", "suppressing dissidents"...

It can be said that in the context of the 4.0 industrial revolution, hostile forces have been taking full advantage of the advantages and features of modern media, especially social networks, to carry out many increasingly crazy and sophisticated forms of sabotage. Therefore, when participating in cyberspace, people must be extremely alert to choose official information, otherwise they will "fall into the trap" of distorted information of hostile forces, causing the process of "self-evolution" and "self-transformation" in ideology, perception and action without realizing it.
