The third and final article in the series on implementing Directive 05 of the Politburo addresses solutions to further promote its implementation, titled: "Multiplying the core values, ideology, morality, and style of Ho Chi Minh."

President Ho Chi Minh believed that setting an example first and foremost requires setting an example in all matters, from small to large, consistently and in all aspects. In particular, cadres and Party members must always uphold the principle of "putting public interest above private interest," meaning prioritizing public affairs over private ones, and sacrificing personal interests for the benefit of the nation, the people, and the Party.

Throughout his revolutionary life, sacrificing personal interests and dedicating himself to the people and the nation, President Ho Chi Minh was always a shining example and role model. Therefore, according to Associate Professor, Dr. Tran Minh Truong, Director of the Ho Chi Minh and Party Leaders Institute (Ho Chi Minh National Political Academy), every word of President Ho Chi Minh had immense power to inspire and persuade. This was a crucial factor in the success of the revolution.

“Following the example of Ho Chi Minh, a man in the highest leadership position who exemplified the ideals of a revolutionary leader, our cadres during the resistance wars against France and the United States became exemplary figures. At that time, the people believed what the cadres said because Party members led the way, and the people followed. Therefore, the people's trust was placed entirely in the cadres. Cadres' words matched their actions. That was the driving force, the strength that created the resources for victory in the two resistance wars against French aggression and against American imperialism,” said Associate Professor Dr. Tran Minh Truong.

Throughout the history of the country, the noble and lofty ideological, moral, and stylistic values ​​of President Ho Chi Minh have been seriously practiced and amplified by exemplary actions and simple deeds that, while simple, have immense significance and widespread influence. Professor, Doctor, People's Teacher Tran Van Binh, former Director of the Institute of Culture and Development, Ho Chi Minh National Political Academy, believes that this strength and spirit are a great lesson in building and developing the country today, as the Party and State are striving to prevent and combat the decline in political ideology, morality, and lifestyle, and the manifestations of "self-evolution" and "self-transformation" among cadres and Party members.

"Everywhere, the role of the leader is extremely important, from within the family to society at large. If the head of the family and society sets a good example, then the children in the family and the people outside will trust and follow them. Here, I want to emphasize the power of influence of the leader is crucial. Never think that using power to force everyone to obey is the best solution," shared People's Teacher Tran Van Binh.

Combating degeneration, self-evolution, and self-transformation among cadres and Party members cannot be achieved through empty words or slogans, but must be demonstrated through practical actions. Resolutions, Regulations, and Rules on power control; on exemplary conduct; on disciplinary action against errant Party members; and on personnel work and cadre evaluation are crucial solutions for improving the quality of Party members and cadres, and purifying the Party's ranks.

Based on local experience in implementing Directive 05, the Party's regulations on personnel work, and the responsibility of setting an example in studying and following Uncle Ho's teachings, Mr. Thao Hong Son, Permanent Deputy Secretary of the Ha Giang Provincial Party Committee, stated: "Through regular supervision and monitoring at the grassroots level, we can objectively and sincerely assess the Party committees and local authorities at the grassroots level. Looking up from the grassroots, we assess whether the comrades in the Standing Committee match their words, whether they go down to the grassroots, and whether the people and Party committees/branches implement the resolutions and conclusions they issue. It is precisely this reverse assessment that helps the comrades in the Standing Committee to improve their own responsibility and to innovate."

Professor, Doctor, and Senior Expert Hoang Chi Bao believes that, in order to continue effectively implementing Directive 05, leaders, officials, and Party members need to match words with actions, constantly improve themselves, accurately assess their own performance, and resolutely avoid complacency, especially in a market economy full of pitfalls and temptations. Only then can they avoid corruption and degeneration, and contribute to the enhancement of the core values ​​of Ho Chi Minh's ideology.

"It's both difficult and not difficult, because Party members must be exemplary and pioneering. Even if it's difficult, you must overcome it; that's why we demand exemplary and pioneering qualities from Party members. Party members should look at the people in their own communities, where they work and live. We see many noble and humble examples of ordinary people, and we should use them as role models to improve ourselves."

Professor, Doctor, and Senior Expert Hoang Chi Bao also believes that it's not difficult to say because it must become a need. Every Party member and official should consider cultivating morality as a regular need, a cultural need, without needing anyone to urge or pressure them; it's inherent. In morality, this is the dignity of self-respect, something we often overlook. We don't educate Party members on the qualities of self-respect, conscience, honor, and shame when doing wrong or bad things. When people are aware of this, their daily behavior will not be flawed. Only by practicing such a culture of morality can the moral life within the Party be good.

According to Mr. Nguyen Viet Chuc, former Deputy Chairman of the National Assembly's Committee on Culture, Education, Youth, and Children, and Mr. Cao Van Thong, a member of the Central Inspection Committee, in studying and following the thoughts, ethics, and style of President Ho Chi Minh, each person must cultivate and refine themselves, upholding the value of self-respect; corrupt, degenerate, and violating officials and Party members must be severely punished by law, and it is essential to seriously carry out inspection and supervision of exemplary conduct.

"Setting an example is just one of the measures to purify the Party, especially as we are building a rule-of-law state. Anyone who violates the law must be severely punished by law. No one is above the law, and certainly no one is above the law," said Mr. Nguyen Viet Chuc.

Mr. Nguyen Viet Chuc also stated that Party committees and organizations at all levels need to have programs for monitoring and inspecting the implementation of exemplary conduct, further concretizing this in the working regulations of Party committees and branches where leaders participate in activities, and establishing mechanisms to promote the supervisory role of organizations, the people, and the press in order to ensure compliance.

Implementing Directive 05 of the Politburo on "Promoting the study and emulation of Ho Chi Minh's thought, morality, and style" in conjunction with Party building and rectification will only yield tangible results when each cadre and Party member deeply internalizes his thought and morality in their thinking and actions. President Ho Chi Minh once taught: "Anyone can talk. We need to practice. Even something as difficult as the revolution, we have accomplished and succeeded. To succeed, we must have determination, intelligence, and unity. Remember these three words, practice them, and set an example; then you will surely succeed."
