(Baonghean.vn) - On the morning of November 10th, Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - held a working session with the Standing Committee of the Quynh Luu District Party Committee on the situation of building and consolidating Party organizations and implementing Project 01-DA/TU of the Provincial Party Committee on "Building Party branches and developing Party members in blocks, hamlets, and villages that do not yet have Party branches or Party members, and blocks, hamlets, and villages at risk of no longer having Party branches in the period 2016 - 2020".

Attending the meeting were representatives from the Provincial Party Committee's Organization Department, Mass Mobilization Department, Provincial Party Committee Office, Provincial Fatherland Front Committee, Provincial Women's Union, Provincial Farmers' Association, and Provincial Youth Union.

Over the years, the Party Committee and the government of Quynh Luu district have paid attention to strengthening the political system in this special region, including the work of developing Party members and establishing Party branches in villages and hamlets that do not yet have Party branches. The grassroots Party committees have strengthened the membership by adding 97 Party members to establish 20 Party branches.

Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - requested the Party Committee and government of Quynh Luu district to focus on clarifying the causes and finding solutions to build Party branches and develop Party members in villages and hamlets that do not yet have Party branches or Party members.

The establishment of strengthened and merged Party branches has reduced the number of hamlets without Party branches that had been ongoing for a long time (reducing the number of hamlets without Party branches by 4, and the number of hamlets without Party members by 1). To date, the entire district has Party branches in 5 out of 5 ethnic minority villages and 42 out of 52 Catholic villages; 74 out of 131 Party branch secretaries have received professional training, accounting for 56.5%; 23 out of 141 hamlet leaders in 10 special-area communes have received professional training; and 48 out of 148 hamlet leaders are Party members.

Comrade Hoang Van Bo, Permanent Deputy Secretary of the Quynh Luu District Party Committee, reported on the situation of building Party branches and developing Party members in the blocks, hamlets, and villages in the special areas.

However, to date, the entire district still has 10 out of 141 hamlets in 10 communes without Party branches or Party members, accounting for 0.71% of the total number of hamlets in the district. Of these, 19 out of 141 hamlets do not have any local Party members. The leadership role of Party branches in these special areas remains limited. Currently, the entire district has 6 hamlets at risk of no longer having Party branches, with 65% of Party members being elderly (over 60 years old), and no new Party members have been recruited for the past 5 years.

Representatives from the Quỳnh Lâm commune leadership requested a review of the classification criteria for combined Party branches, Party branches with additional Party members, and the policies and regulations for additional Party branch secretaries in special areas.

The quality of operation of the political system in this special region remains limited. Currently, 93 out of 141 village heads are not Party members, and the target for developing Party members is low…

After absorbing the contents of Project 01-DA/TU of the Provincial Party Committee, the District Party Committee Standing Committee established a Steering Committee, a working group, and developed a specific plan to implement the project. This included focusing on thoroughly understanding the key contents of the project; guiding and directing the improvement of the quality of Party branch activities in accordance with Directive No. 10-CT/TW; paying attention to promoting the role of key cadres in special areas; assigning the Fatherland Front and other mass organizations to implement vibrant emulation movements at the grassroots level, thereby identifying and nurturing outstanding individuals for Party membership; strengthening training and development to improve the quality of grassroots cadres and civil servants; seriously and effectively implementing evaluation and ranking; arranging and rotating cadres, and promptly supplementing units facing difficulties. Comrade Le Quoc Khanh, Deputy Head of the Standing Committee of the Provincial Party Committee's Organization Department, answered some questions related to regulations and policies for special regions.

At the meeting, at the request of the Standing Deputy Secretary of the Provincial Party Committee, representatives from district-level departments and organizations, and commune-level units within the political system of Quynh Luu district attended the conference. They focused on discussing and clarifying the causes, proposing solutions, and making recommendations on many related issues to effectively implement Project 01, aiming to improve Party development work and eliminate the situation of villages and hamlets without Party branches or members.

Comrade Le Thanh Nhan, Secretary of the Quynh Luu District Party Committee, outlined the difficulties and specific solutions the district is implementing in strengthening the grassroots political system, emphasizing the role and responsibility of the heads of Party committees and government at all levels.

After listening to the discussions and concluding the meeting, Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - acknowledged the efforts of the Party Committee and the government of Quynh Luu district in building Party branches, developing Party members in hamlets and villages, and consolidating the grassroots political system in this special region.

Regarding solutions for implementing Project 01, the Standing Deputy Secretary requested that Quynh Luu district focus on developing a specific plan to strengthen the grassroots political system, with a sustainable plan for training and developing cadres, especially those at the commune and village levels; strengthening mass mobilization efforts and directing grassroots units to effectively implement mechanisms and policies in special areas. In addition, he urged the district to replicate new models and effective approaches in building and strengthening the grassroots political system and developing Party members in special areas.
