"The President's personnel will be carefully prepared according to regulations"
The leader of the Party Central Office said that the competent authority will consider the personnel of the President, but there is currently no specific time.
On the morning of September 28, the Central Propaganda Department held a press conference to inform about the 8th Central Conference, 12th term.
This is the first time in many years that a press conference has taken place before a Central Conference, and according to the Organizing Committee, this demonstrates the "spirit of innovation, openness and democracy". Previously, the 7th Central Conference in May 2018 also allowed the press to publicly report some of the discussion content for the first time.
At the press conference, answering questions related to the personnel plan for the President after the passing of President Tran Dai Quang, Mr. Le Quang Vinh - Deputy of the Central Party Office said: "We have just gone through two days of national mourning. According to the provisions of the Constitution and regulations within the Party, the competent authority has assigned Ms. Dang Thi Ngoc Thinh as acting President. With this assignment, the powers and responsibilities of the President are carried out normally and fully."

According to Mr. Vinh, whether the Central Executive Committee will consider the decision to introduce personnel for the position of President in the next session or not depends on the preparation process of competent authorities in accordance with relevant regulations.
"Introducing personnel for the National Assembly to elect the President is a very important matter for the Party and the State, so it needs to be carefully and thoroughly prepared according to regulations. The Central Committee will certainly consider it, but we will announce the details at which session," said Mr. Le Quang Vinh.
After more than a year of treatment, President Tran Dai Quang passed away at 10:05 a.m. on September 21 at the 108 Central Military Hospital.
According to current regulations, personnel holding the position of President must meet many criteria, including having experienced and excellently completed their duties as provincial or municipal party secretary or head of a central department, ministry or branch; participating in the Politburo for a full term or more (special cases are decided by the Central Executive Committee).
Acting President Dang Thi Ngoc Thinh is a member of the 12th Party Central Committee.

Mr. Bui Truong Giang - Deputy Head of the Central Propaganda Department said that the 8th Central Conference, 12th tenure will take place in 5 days, from October 2 to 6 to review the report on the socio-economic situation and state budget in 2018, the development plan for 2019; summarize 10 years of implementing the Resolution of the 4th Central Committee, 10th tenure on Vietnam's marine strategy to 2020.
In addition, the upcoming Central Conference will also give opinions on regulations on exemplary responsibility of Party members and officials, first of all Politburo members, Secretariat members, and Central Committee members; establish sub-committees to prepare for the 13th National Party Congress; consider personnel work and a number of other important contents.
The total number of delegates attending the Conference was 223, including 176 official Central Committee members, 20 alternate members and a number of other members.
