Launched in 2000, the JDS program targets young, promising government officials who have the potential to play key roles in their respective fields after graduating from the course in Japan.

The program has provided young officials with opportunities to study and conduct research in various fields, such as institutional building for enhanced development, urban transportation development, rural agricultural development, environmental protection, legal framework development, and public administration reform, at prestigious Japanese higher education institutions such as Hitotsubashi, Nagoya, Tsukuba, Meiji, Kobe, Kyushu, Hiroshima, and International Christian Universities.

To date, approximately 363 Vietnamese government officials have received scholarships to pursue master's degrees in Japan.
