Many ministries and branches arbitrarily lease 'golden land'
The State Audit reported to the National Assembly that the historical museum is associated with the beer business and a series of public land leasing units without consulting.
The State Audit report recently sent to the National Assembly on the status of procurement, management and use of assets shows that some ministries and central agencies have not yet completely resolved the situation of prolonged encroachment on houses and land, and have not completed the rearrangement and handling of state-owned houses and land. In particular, according to the audit agency, there is a situation where some state agencies have entered into joint ventures, partnerships, leases and borrows land in violation of regulations.

Of which, the Ministry of Culture, Sports and Tourism has 21 units using assets for business cooperation, but 11 units have not yet developed a plan, have not been approved by the Ministry, and have not been approved by the Ministry of Finance according to regulations. At the National Cinema Center, there are joint activities that are not in accordance with the approved plan; the National History Museum has a contract to cooperate in beer house business that is not for the right purpose. The State Audit said that the Ministry of Culture, Sports and Tourism has requested this unit to stop the above business.
The National Sports Complex signed a short-term land lease contract (less than one year) for the project-pending land without permission, without declaring and paying full land rent.
A series of agencies under the Ministry of Agriculture and Rural Development such as the Center for Technology Transfer and Agricultural Extension, the Institute of Soil and Fertilizers, the Southern Institute of Agricultural Science and Technology, the Institute of Agricultural Genetics (under the VASS Institute)... leased or lent without the opinion of the Minister or the authorization document as prescribed, and were not allowed to auction and declare and pay rent.
The Institute of Food Crops and Food Plants lent more than 4,400 m2, and the Fruit and Vegetable Research Institute lent 30,000 m2 without asking for the opinion of the Ministry's leaders.
The Institute of Construction Materials (under the Ministry of Construction) leased land and houses, and the National Institute of Urban and Rural Planning joined forces without proper functions, tasks, and authority. Currently, these two agencies are managing land lots in Hanoi on Nguyen Trai Street (Thanh Xuan District) and Hoa Lu Street (Hai Ba Trung District).
The situation of arbitrarily leasing land without consulting also occurs at a series of units under the Ministry of Transport such as Vietnam Maritime University, Vietnam Inland Waterways Administration, Vietnam Aviation Academy...
