Mr. Nguyen Huy Hoang - Head of the Department of Natural Resources and Environment, Vinh City People's Committee pointed out the current situation, in the area there are apartment investors who do not cooperate to complete procedures to grant certificates of house ownership to the people; there are even investors in Hanoi, the city persistently invited many times, residents also complained a lot but still did not come.

Mr. Hoang said that Vinh City assigned the Land Use Rights Registration Office to coordinate with the locality to continue inviting investors to complete procedures for the people; at the same time, it is ready to arrange staff, mainly union members and youths of the Department of Natural Resources and Environment, and the Land Use Rights Registration Office, to go to the apartment building to guide the declaration of procedures. If the investor does not comply, it will be punished according to regulations.

Also at the meeting, the leader of Ha Huy Tap ward said that for non-agricultural land, the rate of granting land use right certificates to households and individuals reached 99% and for organizations reached 98%.

However, up to now, the ward still has 35 pending files, the reason is that there are disputes, no agreement on the division of inherited assets, no additional files; besides, there are 14 files that have not been declared due to absent owners, no agreement on the division of inherited assets.

At the meeting, the survey team members discussed and requested the locality to clarify some related issues. Concluding the meeting, Ms. Thai Thi An Chung - Deputy Head of the Legal Committee of the Provincial People's Council acknowledged the results in the work of granting land use right certificates, house ownership rights and other assets attached to the ward's land.
