(Baonghean.vn) - Localities believe that stopping payment and collecting back the amount of money already paid for teaching allowances and seniority allowances will greatly affect the spirit and material of seconded officials both in the short and long term.

Impact on teacher morale

On October 1, the leader of the People's Committee of Do Luong district said that the locality had just sent a document to the Provincial People's Committee and the Departments of Finance, Home Affairs, and Education and Training regarding the implementation of policies and regimes for teachers assigned to work at the Department of Education and Training.

According to Ms. Nguyen Thi Anh Quang - Vice Chairman of Do Luong District People's Committee, in order to solve the difficulties and shortcomings in arranging civil servants and public employees to work at the District Education and Training Department to meet the requirements of the job position and implement the policies and regimes for employees, the Provincial People's Committee issued Official Dispatch No. 6612/UBND-TH dated September 24, 2012 on the staffing of the Department of Education and Training. The implementation of the regimes for seconded officials is guaranteed as for teachers, contributing to improving the quality of the staff working at the department, at the same time, stabilizing the spirit and ensuring peace of mind for the transferred cadres and teachers.

In Do Luong district, the Department of Education and Training is currently assigned 5 civil servants and has 8 civil servants seconded to work at the department, including 7 managers and teachers (including 2 Principals, 4 Vice Principals and 1 provincial-level excellent English teacher), they are people with good qualities and working capacity; have prestige in the industry, carefully selected to meet the requirements, and undertake the tasks at the Department of Education and Training. However, like other districts, these people are said to have received illegal allowances in the past and the Provincial People's Committee has requested to stop payment as well as collect the amount received.

"The People's Committee of Do Luong district finds that stopping payment and collecting back the amount of money already paid for teaching allowances and seniority allowances will greatly affect the spirit and material of the seconded officials in the short and long term, even after retirement due to not receiving seniority allowances," said the leader of the People's Committee of Do Luong district.

The leaders of Do Luong district proposed that the Provincial People's Committee and relevant departments consider allowing the district to continue to second and arrange cadres and teachers to work at the Department of Education and Training to meet the number of employees; at the same time, to carry out a number of teaching periods and educational activities at the sending unit and the seconded officials will enjoy the teaching allowance and seniority allowance according to the State's regulations.

"Enjoy allowances according to regulations"

In Quynh Luu district, Mr. Nguyen Van Thuong - Vice Chairman of the District People's Committee said that the district has just received a report from the Department of Education and Training on this issue. In the near future, Quynh Luu district will also send a document to the Provincial People's Committee and related departments to propose similar content. Mr. Tran Xuan Nhuong - Head of the Department of Education and Training of Quynh Luu said that there are currently 6 seconded officials working at the department (of which, 1 person will retire in November 2023). The tasks of these people are to advise on state management of education, guide professional management of education, directly act as lecturers in training courses, provide professional training for staff in the education sector, participate in consulting on building schools that meet national standards, participate in inspections and examinations of specialized subjects at all levels... and other tasks as required by competent authorities. However, due to work requirements, seconded officers working at the Department of Education and Training are not entitled to summer vacation or position allowance.

Citing a series of regulations, conditions and tasks of seconded officials, Mr. Tran Xuan Nhuong said that seconded officials working at the Department of Education and Training from 2021 to September 2023 "ensure that they are eligible to receive preferential allowances and seniority according to regulations". Therefore, he proposed that the District People's Committee continue to arrange seconded officials to work to meet the functional and task requirements of the department; not to collect back the allowances already paid; assign educational institutions to arrange seconded officials to directly teach a reasonable number of hours, and receive preferential allowances and seniority allowances from September 2023.

The leaders of the Department of Education and Training of Quynh Luu district proposed to continue implementing the regime in the spirit of Official Dispatch No. 6612/UBND-TH dated September 24, 2012 and Directive No. 15/CT.UBND dated August 30, 2019 of the Provincial People's Committee: There are specific, stable, reasonable and appropriate mechanisms and policies for managers and seconded civil servants working at the Department of Education and Training.

In Dien Chau district, Mr. Pham Xuan Sanh - Vice Chairman of the District People's Committee also sent a document to the Provincial People's Committee and related departments on this issue. "The suspension of payment and collection has greatly affected the lives, both material and spiritual, of the seconded teachers when all allowances (preferential, seniority...) had to be stopped. Thus, the income of seconded teachers in the department will be much lower than that of teachers working at schools (with additional seniority allowance, preferential allowance...). Not to mention that after retirement, they will not be counted for insurance allowances," said Mr. Sanh.

According to Mr. Sanh, before being seconded to the Department of Education and Training, these people were all good managers and teachers with experience and professional competence in schools (mostly principals, vice principals, union presidents, and team leaders). Therefore, if they do not have any allowances, it will create inequality among civil servants and public employees in the Department of Education and Training. Moreover, districts have difficulty in mobilizing good managers and teachers to work at the Department of Education and Training, affecting professional management as required.

The leader of Dien Chau District People's Committee proposed that in the immediate future, to ensure that the seconded officials working at the Department of Education and Training can work with peace of mind, meet the requirements of their job positions, contribute to stabilizing and improving the quality of the civil servant and public employee team, continue to arrange seconded officials at the Department of Education and Training to directly teach a number of lessons at schools and receive preferential allowances and seniority allowances according to State regulations, so that these teachers can work with peace of mind, continue to contribute to the industry, and contribute to the further development of the Education and Training industry.
