Many Nghe An enterprises owe land use fees
(Baonghean.vn) - On the afternoon of April 14, under the chairmanship of comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, the Provincial People's Committee organized a working session with relevant departments and branches to listen to and give opinions on budget collection for urban real estate projects, mineral exploitation, tax arrears collection and handling of state assets sale.
Also attending were Vice Chairmen of the Provincial People's Committee: Huynh Thanh Dien, Dinh Viet Hong and representatives of relevant departments.

Currently, the People's Committee of Nghe An province has approved detailed planning for 142 real estate business projects in the province, of which 109 projects are in Vinh city and 11 projects are in towns. Up to now, 13 projects have been terminated, planning has been canceled and investment certificates have been revoked, and 19 projects have been extended.
Up to now, 70 projects have completed land allocation for the entire area subject to land use fee payment with a total area of 179.66 hectares of land; 24 projects have been allocated land and granted land use right certificates for part of the project area, accounting for 72.64% of the total area according to the project's planning.

However, many projects currently owe land use fees when the state allocates land and allows them to change land use purposes; many investors delay and do not complete land allocation procedures according to Decision 80 to delay paying land use fees. Enterprises are in debt to use land, causing real estate buyers in these projects to have their rights "suspended".

Regarding the payment of mineral exploitation rights, up to now, for 48 enterprises approved for the right to grant rights with licenses issued before Decree 203, the outstanding amount in 2015 was 31.273 billion VND, and in 2016 was 5.386 billion VND. For 77 licenses of enterprises issued after Decree 203 took effect, the total outstanding amount of mineral exploitation rights is nearly 32 billion VND.
Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Xuan Duong emphasized: Urging the collection of real estate project fees is very necessary to ensure fairness before the law as well as increase revenue for the budget to spend on investment and development. Therefore, it is necessary to strengthen collection solutions and take strong measures against enterprises that are slow to pay taxes. The Chairman of the Provincial People's Committee requested the Department of Natural Resources and Environment and the Tax Department to supplement and update the projects and divide them into groups of solutions for handling. For projects that are eligible to collect land use fees, the Tax Department will be assigned to use collection measures and must collect all within 2 months. Relevant departments and branches must have a progress report every 2 weeks on the situation of budget collection of real estate enterprises.

Regarding budget collection for mineral exploitation, it is recommended that the Tax Department continue to apply collection measures.
At the meeting this afternoon, delegates also listened to and gave opinions on the plan to handle and sell state assets for Nghe An II Guest House and VTC School.
