Many private enterprises in Nghe An admit new party members

(Baonghean) - On February 8, 2014, Nghe An Provincial Party Committee issued Decision No. 5155-QD/TU promulgating the Project on developing Party members and Party organizations in private enterprises and foreign-invested enterprises (hereinafter referred to as non-state enterprises). After more than 3 years of implementation, the project has created certain changes in a number of localities.

Innovation in the form of training for party admission

At the Provincial Business Bloc Party Committee, thanks to the synchronous, active, clear-headed and responsible participation of the Project Steering Committee, as of August 2017, 5 more Party cells have been established at: Song Ngu Son Joint Stock Company, Thai Thuong Hoang Investment, Trading and Service Joint Stock Company, Hoa Hiep Company Limited, Steel and Iron Production Company Limited, Nano Design and Construction Joint Stock Company, with a total of 50 Party members.

Of which, 2 units have youth union organizations with 91 members. In addition, the Party Committee of the Bloc also received and upgraded 1 unit party committee into a subordinate grassroots party committee (Party Committee of Nghe An Petroleum Construction Mineral Joint Stock Corporation).

The grassroots Party committees have regularly directed the trade unions and youth unions to organize many practical activities to educate, discover, and foster outstanding people to introduce to the Party for consideration of admission. Therefore, among the newly admitted Party members, the trade unions and youth unions introduced 172 cases, accounting for 52%.

According to comrade Thai Khac Thu - Member of the Provincial Party Committee, Secretary of the Party Committee of the Enterprise Bloc, every year, the Party Committee of the Bloc assigns specific targets for recruiting new party members to each grassroots party organization (TCCSĐ) in enterprises; has plans to strengthen TCCSĐs facing difficulties and having few party members. In addition, the Party Committee of the Bloc promotes propaganda work in many forms, deploys innovative solutions, and creates favorable conditions for students in enterprises to participate in training classes for party members and new party members, by organizing classes on Saturdays and Sundays and shortening the duration but still ensuring that students fully absorb the content to avoid affecting the production and business activities of enterprises. Thanks to that, the recruitment rate reached 5.3% of the total number of party members, exceeding the target set by the resolution.

Focus on party development in private enterprises

In Yen Thanh district, the Standing Committee of the District Party Committee focuses on developing party members in private enterprises. The district's annual target for party membership is 230-300 people, of which party members in private enterprises account for 2%. Thanks to good propaganda work, a number of private enterprise owners have voluntarily joined the Party.

Mr. Nguyen Van Cau - Director of Cau Dung Company Limited, specializing in construction, materials, and wood processing, was admitted to the Party in 2015 and is currently active in the Mai Dinh Hamlet Party Cell, Ma Thanh Commune. Although busy with business, he still fulfills his duties as a Party member well.

“By joining the Party, not only can we promptly absorb and understand new policies and guidelines, but we can also directly participate in giving opinions on policies and guidelines of the Party Committee and the government, thereby helping businesses develop in the right direction. At the same time, once we become Party members, we must always uphold the pioneering and exemplary spirit, and be supervised and reminded by the Party cell to avoid stumbling blocks and temptations in the marketplace,” said Mr. Cau.

According to data from the Organizing Committee of Yen Thanh District Party Committee, in the district there are currently about 20 party members active in non-state enterprise party cells, and 38 party members active in credit cooperative party cells.

In the first 6 months of 2017 alone, Yen Thanh has admitted 5 party members in the business sector, of which 2 party members are from private enterprises. Comrade Phan Van Toan - Deputy Head of the Organizing Committee of Yen Thanh District Party Committee said: "Regarding the work of establishing party organizations, in addition to Tay Nghe Yen Thanh Joint Stock Company, in the first 6 months of 2017, the District Party Committee also directed the establishment of the Party Cell of Agricultural Materials Joint Stock Company and is guiding the process of establishing the Party Cell of Dong Bac TH Joint Stock Company, both of which are directly under the District Party Committee".

Pay attention to establishing youth union and trade union organizations

Before the province's project, Nghi Loc district issued Project No. 05-DA/HU on "Building and developing Party and mass organizations in non-state enterprises in the district for the period 2012 - 2017".

Every year, based on the Project and Implementation Plan, the Organizing Committee presides over and coordinates with the District Party Committee's Mass Mobilization Committee and the District Labor Federation, District Youth Union, and District Veterans Association to conduct surveys and assessments to advise on plans to direct and guide the promotion of the establishment of Party organizations and unions in non-state enterprises.

In particular, the locality focuses on prioritizing enterprises with stable production and business, a stable number of official party members, union members, and labor association members, and participation in social insurance regimes at the enterprise to establish party cells, union branches, and associations.

After nearly 5 years of implementing Project 05-DA/HU and 3 years of implementing the Provincial Party Committee's project, Nghi Loc district has established 5 more Party cells in non-state enterprises, including 1 Party cell directly under the District Party Committee (Nghe An Construction Corporation Joint Stock Company); 4 Party cells directly under the Commune Party Committee, including Trung Kien Shipbuilding Cooperative. During the operation, the Party cells have paid attention to doing a good job of training outstanding masses to admit them into the Party. In nearly 3 years, Party cells in private enterprises have admitted 17 Party members, exceeding the set plan.

In addition, Nghi Loc directed the establishment of 3 more trade union organizations in non-public enterprises at Thai Loc An Company Limited, Green Agriculture Development Joint Stock Company, Dai Hien Joint Stock Company; established 2 more youth union branches in non-state enterprises at Bai Lu Investment and Business Joint Stock Company and Tien Phong Plastic Company Central and 1 veteran association branch at Trung Kien Nghi Thiet Shipbuilding Cooperative.

In the Vinh City Party Committee, where there are 100 grassroots party organizations with 23,058 party members, including 23 party cells of joint stock companies, limited liability companies, and private enterprises (1 grassroots party cell, 22 party cells directly under ward and commune party committees), thanks to the attention and synchronous participation of the Party Committee, the government, and departments, branches, and organizations in the political system, 10/23 grassroots party organizations in state-owned enterprises have admitted 24 outstanding people into the Party, reaching 39.13%, including 2 business owners; 52 state-owned enterprises have formed trade union organizations and 3 enterprises have established youth union organizations. The City Party Committee has also newly established 7 state-owned enterprise party cells and is currently in the process of establishing 1 more party cell.

Comrade Dang To Duyet - Deputy Head of the Vinh City Party Committee's Organization Board said: "Every year, more than 19 Party organizations in state-owned enterprises achieve clean and strong status; over 90% of party members are qualified to complete their tasks. 100% of grassroots party committee members and party cell secretaries in state-owned enterprises receive professional training in Party work."

At the provincial level, according to the assessment of the Project Steering Committee under Decision 5155, after 3 years of implementation, in general, the Party organizations in State-owned enterprises operate relatively orderly, do a good job of propaganda and education to raise awareness for workers, and mobilize business owners to comply with the Party's guidelines and policies, and the State's laws. The thoughts, aspirations and recommendations of workers are also promptly grasped to participate with business owners to resolve and protect the legitimate and legal interests of workers, contributing to limiting disputes and spontaneous strikes.

Every year, the number of grassroots party organizations in state-owned enterprises in the province that are "clean and strong" accounts for 62-64%; those that complete their tasks well account for 15.8-28.2%; those that complete their tasks account for 7.5-9.3%, and those that are weak account for 0.6-2.1%... However, looking at the overall picture, the number of newly admitted party members and the number of party organizations established in enterprises is still low, not reaching the targets set out in the project.
