Right from the time of building the Plan to direct the congresses of the Youth Union at all levels, towards the 8th Congress of the Youth Union of the Provincial Agencies, term 2022 - 2027, the Standing Committee of the Youth Union of the Provincial Agencies determined that the grassroots Youth Union organizations under the Youth Union of the Provincial Agencies of Nghe An are units that receive close and effective direction from the Party Committees and leaders of the units, and at the same time are collectives with a spirit of solidarity and a firm political and ideological stance.

Each comrade secretary of the Youth Union at the grassroots level must be a truly exemplary factor, trusted by the majority of union members. Therefore, the Standing Committee of the Youth Union of the Bloc is determined to direct the congress of the Youth Union at the grassroots level with the target of 100% of units directly electing the position of Youth Union secretary at the congress.

This target, after being approved, received the consensus of the Party Committee, leaders of units, as well as high response from the grassroots. The personnel introduced to be elected to the position of Secretary ensured the process and regulations.

As a result, 100% of units successfully carried out the direct election of the secretary position at the congress, the recommended personnel were all elected and basically all achieved the maximum number of votes.

The Youth Union Congress is an opportunity for the Youth Union branches under the Provincial Agencies' Youth Union to demonstrate the intelligence and creativity of the union members in organizing the congress.

Firstly, 100% of the congresses of the Youth Union branches under the Youth Union of the Bloc are paperless congresses. All documents used at the congress are digitized on websites and digital data storage platforms to be sent to delegates in advance for study; or are saved in QR code format so that delegates can scan and access these documents online at the congress.

Ensuring that each member and delegate attending the congress has personal devices capable of accessing the Internet has been clearly communicated by the congress organizing committee right from the beginning of the congress preparation process.

Another way to highlight is to use video and image reports to replace the traditional way of reading political reports and review reports at the Youth Union of the Provincial Youth Union, the Youth Union of the North Central Agricultural Science and Technology Institute...

In recent times, the Youth Union branches of the Youth Union have always done a good job of propagating and reporting on professional activities, Youth Union activities and youth movements at agencies and units on media channels and social networks, typically at the Youth Union of the Provincial Radio and Television Station or the Youth Union of the Department of Culture and Sports...

That is a source of realistic, vivid and attractive materials for units to use to make reports to present at the congress to evaluate the results of performing tasks in the work of the Union and youth movement at the unit in the past term.

Combined with that is the use of artificial intelligence (AI) to replace the need for live recording, avoiding the expense of renting equipment, or risks during the recording process, easily changing the content when needed while saving a lot of time for the technical staff at the Tax Department and the Department of Finance. More specifically, 100% of this content is performed by the unit's union members.

In addition, the congress's vote counting committees were all trained in operation, voting instructions, and the smooth and effective use of computer vote counting software, helping to speed up the program's progress and at the same time provide the most accurate results of the election at the congress.

This is also a content that the Standing Committee of the Youth Union of the Bloc focused on directing right from the training process of organizing grassroots-level Youth Union congresses and organizing model congresses.

The decoration of the congress is given special attention by the units, ensuring solemnity, expressing the spirit of youth, being economical and ensuring compliance with prescribed standards.

This has really created a joyful and exciting atmosphere for union members and delegates attending the congresses such as the Congress of the Youth Union of the Department of Natural Resources and Environment or the Department of Agriculture and Rural Development.

According to the Regulations, the maximum time for organizing congresses at grassroots level is 1 day; however, in the process of researching the Guidelines for organizing congresses at all levels, with the consent of the Party Committee and the agreement with the Youth Union congress organizing committee of the units; the Standing Committee of the Bloc Youth Union has directed the grassroots Youth Unions to complete the contents of the congress within the time limit of 1 session, with a flexible arrangement of the contents of the congress, which can be divided into 2 sessions or done in 1 session.

The congress presidiums closely followed the script and conducted scientific operations; the congress service teams were trained in their duties, performed responsibly, and quickly completed assigned tasks.
