The issue that has emerged in Thanh Chuong recently, causing public outrage and eroding people's trust, is the deliberate violation of regulations and policies by some officials and civil servants. A series of violations in land management, implementation of social welfare policies, and population and family planning policies have occurred in Thanh An, Thanh Huong, Cat Van communes... and in specialized agencies at the district level. The causes of these violations include: inconsistent legal documents creating loopholes for officials to exploit; some officials lacking integrity and practical skills; the negative impacts of the market mechanism; low fighting spirit within grassroots Party organizations; and insufficient strength of the Fatherland Front and other mass organizations, including those at the district level that still lack close contact with the grassroots.

Based on the analysis and clarification of the causes, the Thanh Chuong District Party Committee identified this as one of the issues that needed immediate rectification after the Central Committee's 4th Plenum. To address this, the Thanh Chuong District Party Committee also identified solutions and developed specific plans for each subordinate agency. The District Party Committee's Propaganda Department focused on strengthening and enhancing propaganda and information dissemination to combat the decline in political, ideological, and moral values ​​among "a significant portion," thereby promoting positive change and consolidating public trust. The district increased the circulation of internal newsletters from 1,360 to 1,900 copies per issue; and increased the use of Party newspapers in Party branches, especially the Nghe An newspaper, from 596 copies per issue in the first quarter of 2013 to 631 copies per issue. Simultaneously, the district innovated the process of collecting information and feedback from the grassroots level in a timely manner through the Standing Committee and the Propaganda and Mass Mobilization Departments of the District Party Committee, the Standing Committee of the People's Council, the Fatherland Front, and other organizations, so that the Standing Committee and the District Party Committee could handle issues immediately. Thanks to this approach, the district was able to quickly detect violations in the payment of benefits and social welfare policies to some beneficiaries in Thanh Chi commune.

Currently, the district is resolutely following procedures to address these issues. The District Party Committee's Inspection Committee has been assigned the responsibility of leading and coordinating with relevant departments and agencies to review, clarify, and strictly handle cases of officials and Party members who violated regulations in the payment of benefits to war veterans and social welfare recipients at several facilities; officials and Party members involved in the "abuse of power in the performance of official duties" case in Thanh An commune; and officials who violated population policy and family planning regulations. Regarding the case in Thanh Huong commune, after the review, the District Party Committee directed the swift implementation of procedures to remove Mr. Nguyen Ba Ly from his position as Party Secretary of the commune. As for the cases in Thanh An and Cat Van communes, the legal authorities are currently completing the investigation files. Therefore, the district has also sent a letter requesting the province to expedite the handling of these cases so that the district can rectify and strengthen its organizational structure and personnel, and regain the trust of the people. Thanh Chuong has also demonstrated a firm stance in handling cases of officials and Party members violating population and family planning policies, such as dismissing one leading official under the management of the District Party Committee Standing Committee who had completed her maternity leave, and three other leading officials (including one leading official) are awaiting disciplinary action.

In parallel with the above solutions, the District Party Committee assigned the Organization Department to review and supplement the regulations and work programs of the Party Committee, People's Committee, Fatherland Front Committee, and mass organizations, aiming to minimize conferences and meetings, and reduce impractical steering committees, in order to allocate time for Standing Committee members to visit grassroots levels, and to emphasize and promote individual responsibility according to their professional field, sector, and region of responsibility.

A clear shift following the Central Committee's review (Central Resolution 4) in Thanh Chuong is the increased sense of responsibility and commitment among cadres towards their assigned tasks, becoming closer to the people, serving the people, and being more practical. District Party Committee members strictly adhere to the regulation of participating in Party branch meetings in their assigned areas and fields every two months; the regulation stipulates that district-level leaders and specialists assigned to oversee specific areas must dedicate two-thirds of their time each month to visiting grassroots units, with the requirement that these visits have specific objectives to assist and guide them, while also understanding the practical situations and reporting them to the Standing Committee and the Executive Committee for timely resolution. “Specifically, at the District Party Committee’s Propaganda Department, the comrades in the Department, from leaders to specialists, have been assigned to grassroots levels. On the one hand, they grasp the situation and public opinion of cadres, Party members, and the people; on the other hand, they guide and urge the grassroots level regarding the development and supplementation of ethical standards for cadres, Party members, and civil servants; review and ensure that the grassroots level implements the purchase and subscription of Party newspapers;...” - Comrade Tran Thi Ha, Head of the District Party Committee’s Propaganda Department, shared.

Comrade Le Quang Dat, Secretary of the District Party Committee, stated that Thanh Chuong will provide strong and decisive leadership and guidance in overcoming shortcomings and weaknesses; ensuring thoroughness at every step to create positive changes, avoiding formality and superficiality. Emphasis will be placed on improving the ethics of cadres and civil servants; continuing to innovate leadership methods and working styles towards being close to the people, serving the people, being practical and effective; and linking the rectification of weaknesses with the implementation of Directive 03 of the Politburo on continuing to promote the study and emulation of Ho Chi Minh's moral example.
