Many consequences of slow site clearance on National Highway 7 through Yen Thanh district

Although the handover deadline has been overdue many times, up to now, the site clearance work for the Project to Upgrade National Highway 7, section Km0 - Km36, and the handling of landslides caused by storms and floods in the Khe Thoi - Nam Can section, Nghe An province, through Yen Thanh district has not been completed.

The project to upgrade National Highway 7, section Km0 - Km36 and handle landslides caused by storms and floods in the Khe Thoi - Nam Can section, Nghe An province, was approved by the Ministry of Transport in Decision No. 1338/QD-BGTVT dated July 20, 2021, with a total investment of VND 1,300 billion, with Project Management Board 4 as the investor. This is the second project in the medium-term public investment plan for the period 2021 - 2025 approved by the Ministry of Transport. The project started on September 7, 2022, is expected to be completed in 2023, and put into use in 2024. In Yen Thanh district, the project passes through 5 communes: Vinh Thanh, Vien Thanh, Bao Thanh, Cong Thanh, My Thanh, with a length of about 27 km. It is known that currently, the People's Committee of Yen Thanh district has issued 3 Decisions to establish a Construction Protection Implementation Board in the communes: Vien Thanh, Bao Thanh, My Thanh. In addition, it also issued a Decision to enforce the land recovery of 4 households in Vien Thanh commune to implement the Project to Upgrade National Highway 7, section Km0 - Km36 and handle landslides caused by storms and floods in the Khe Thoi - Nam Can section, Nghe An province, passing through Yen Thanh district. Mr. Nguyen Van Duong - Vice Chairman of Yen Thanh District People's Committee said: Currently, the district has issued Decisions to establish a Construction Protection Implementation Board. After the establishment, the Board will complete the documents to submit to the Provincial Police for comments on the time and arrangement of construction protection forces. Mr. Duong also emphasized that currently, according to the development plan of Yen Thanh district, the area along National Highway 7 is determined to be the main development direction for trade and services. In addition, the district is submitting a plan for Khanh Thanh and Bao Thanh communes, becoming Van Tu urban area, and at the same time, focusing on attracting investment to this area. Identifying National Highway 7 as the lifeline in socio-economic development, if delayed, it will greatly affect the overall socio-economic development of the district and the connection and circulation between localities along the route, so the district will be determined to open the route in the near future. According to Resolution No. 39 of the Politburo on the construction and development of Nghe An province to 2030, with a vision to 2045, National Highway 7 is identified as one of the four economic corridors of the province. The implementation of this project also contributes to strengthening connectivity, improving exploitation capacity, and ensuring smooth traffic on the transport corridor from Nam Can International Border Gate to the central coastal provinces. In particular, it helps connect the North-South Expressway at the intersection of Dien Chau district with localities along National Highway 7 and with Laos. The fact that the site clearance work has not been completed up to this point is something that needs to be resolved completely to avoid affecting the progress and long-term consequences.
