Resolution 27 clearly states: Abolish seniority allowances (except for military, police, and cryptography); leadership position allowances, allowances for Party work, political and social organizations, public service allowances, and toxic and dangerous allowances.

From July 1, 2020, civil servants and public employees will receive salaries according to the new basic salary level of 1.6 million VND/month. However, starting from 2021, when the new salary reform policy is applied, these subjects will lose many sources of income.

In 2021, many allowances will no longer exist.

This is the spirit stated in Resolution 27-NQ/TW of the Party Central Committee dated May 21, 2018. Accordingly, because there are currently too many types of allowances and many incomes outside of salary, causing unreasonable expenses, not clearly showing the administrative hierarchy in public service activities.

Not only that, having too many allowances also "levels" the working positions, does not properly evaluate the capacity, and does not promote the role of each subject. Not only that, this invisibly makes the labor productivity, quality and efficiency of civil servants and public employees low.

In 2021, many incomes of civil servants and public employees will be abolished.

Therefore, from 2021, the following allowances will be abolished: Seniority allowance (except for the military, police, and cryptography to ensure salary correlation with cadres and civil servants); Leadership position allowance (due to salary classification for leadership positions in the political system); Party and socio-political organization work allowance; public service allowance (due to being included in the basic salary); Hazardous and toxic allowance (due to including working conditions with toxic and dangerous factors in occupational allowances).

For teachers, the abolition of seniority allowance has been specifically stipulated in Article 76 of the 2019 Education Law: Teachers... are given priority to receive special allowances for their profession according to Government regulations.

Meanwhile, the 2005 Education Law, amended and supplemented, stipulates that teachers are entitled to salaries, professional allowances, seniority allowances and other allowances.

Therefore, from July 1, 2020, when the Education Law officially takes effect, teachers will no longer receive seniority allowance.

Thus, by 2021, there will be only 7 allowances that will continue to be implemented, including: Concurrent allowance, seniority allowance beyond the framework, regional allowance, job responsibility allowance, mobility allowance, security and defense service allowance, special allowance for armed forces (army, police, cryptography).

Eliminate non-salary expenses

Also in this Resolution, the Central Executive Committee also stipulates that it will abolish non-salary expenses of civil servants and public employees from the State budget such as: Meeting allowances; Allowances for drafting legal documents, projects; Workshops, etc.

At the same time, also contract out non-salary regimes such as gasoline and phone bills, do not link civil servant and public employee salaries to the development, amendment and supplementation of documents regulating policies and regimes that are not of a salary nature.

Therefore, in 2021, many allowances and non-salary incomes of civil servants and public employees will no longer exist. Instead, these subjects will only receive salaries and allowances according to their job positions, thereby creating resources for salary reform.
