The Government Office recently sent an official dispatch to the Ministry of Finance stating that this agency agrees with the contents of the draft Decision of the Prime Minister stipulating standards, norms and regimes for the management and use of cars in state agencies, public service units and state-owned enterprises, which the Ministry of Finance recently drafted and sought comments on.

The Government Office's official dispatch also said that the Government Office itself is developing a car allocation plan for positions in the Office.

Specifically, leaders with a position allowance coefficient of 1.25 to 1.3 will be provided with a car to take them from their residence to their workplace and vice versa. When they go on business trips within the city, to the airport, or on local business trips, the Government Office will arrange a car for them.

For leaders with a position allowance coefficient from 0.7 to less than 1.25, a car will be allocated for inner-city and airport business trips. In case of local business trips, the Government Office will arrange a car for them.

According to the draft submitted by the Ministry of Finance to the Prime Minister for consideration, this agency has proposed implementing the form of mandatory budget allocation from residence to workplace for positions with a position allowance coefficient of 1.25 or higher, including: Deputy Minister and equivalent at the Central level; Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council, Chairman of the People's Committee, Head of the National Assembly delegation in charge of provinces and centrally run cities; Chairman of the Board of Directors, Chairman of the Board of Members, General Director of economic groups established by decision of the Prime Minister.

For business trips, the above positions are arranged with vehicles for general work or receive a contract for vehicle usage or rental of service vehicles.

Under current regulations in Decision No. 32 of 2015, these positions are still provided with shuttle buses from their residence to their workplace and on business trips.

There are two options for determining the fixed cost: Option 1, car usage costs are included in income at 6.5 million VND/month. This fixed cost is adjusted when the consumer price index (CPI) increases/decreases by more than 20%. Option 2, the fixed cost is determined based on the unit price and the actual distance from home to work, and the distance for business trips. The fixed cost is 16,000 VND/km, adjusted when the CPI increases/decreases by more than 20%.

In addition, the Ministry of Finance has recently completed the draft of the Government's Overall Program on practicing thrift and combating waste in 2017 and submitted it to the Government. This draft sets out the goal of absolutely limiting the purchase of cars (except for specialized cars) and expensive equipment. The purchase of new cars by agencies, organizations and units can only be carried out when all conditions as prescribed are met.

Statistics from the Ministry of Finance show that by the end of 2016, the country had 34,211 official cars. Of these, 864 were cars for official functions; 17,047 were cars for general use; and 16,883 were special-purpose cars. The annual budget expenditure for "feeding" cars was about 320 million VND/car/year, including depreciation, driver's salary, gasoline, maintenance, repair, etc.

In 2016, the whole country bought about 820 new public cars, of which about 600 were specialized cars. The total number of public cars in the whole country currently has an original value of over 22,000 billion VND, the remaining value is about 7,000 - 8,000 billion VND.
