Responsibility of many sectors is not high
Also attending were members of the Provincial Party Standing Committee: Le Hong Vinh - Chairman of the Provincial Party Committee's Inspection Committee, Head of the Provincial People's Council's Economic - Budget Committee; Nguyen Thi Thu Huong - Head of the Provincial Party Committee's Propaganda Committee, Head of the Provincial People's Council's Culture - Society Committee.
At the conference, delegates highly agreed on the expected content and agenda of the 8th session of the 17th Provincial People's Council, term 2016 - 2021, scheduled to take place from December 10 to 12.
Delegates also appreciated the innovations in many activities of the People's Council, the Standing Committee and the Provincial People's Council Committees, especially the selection of questions and answers and the selection of supervision contents closely following real life; focusing on urging the resolution of issues promised at the questioning session at the meeting, the conclusions and recommendations after supervision of the Provincial People's Council, including the resolution of voters' recommendations.
Besides, some delegates also frankly stated that the responsibility of some sectors in resolving some specific issues after supervision by the People's Council, the Standing Committee and the Provincial People's Council Committees as well as resolving voters' complaints is not really responsible and has not been resolute.

Delegate Lang Van Chien - Secretary of the District Party Committee, Chairman of the People's Council of Quy Chau district gave an example of the implementation of the proposal of the Ethnic Minorities Committee of the Provincial People's Council related to the arrangement of the province's counterpart capital to implement the resettlement project of Chau Thanh commune (Quy Hop district) through supervision for more than 7 years now but has not yet received active participation from the Provincial People's Committee and related sectors.
Delegate Lang Van Chien also said that the handling of voters' petitions by provincial-level sectors is not thorough and truly responsible; because there are many petitions of urgent nature in local practice that have been petitioned by voters many times, but the sectors have not thoroughly researched to propose solutions, but only responded very generally that there are no resources or will do it but have not clearly defined a specific roadmap.

Many delegates also pointed out many shortcomings and inadequacies arising from the reality related to production land for people in mountainous areas in general and resettlement areas of hydropower projects in particular; a mechanism to closely monitor the flood discharge operations of hydropower projects to ensure compliance with the approved plan; the implementation of the policy of bringing government police to the grassroots level needs to be carried out according to a specific roadmap, avoiding reducing the motivation to strive for qualified and capable officials who are continuing to receive training.
The implementation of ethnic policies is still scattered and inadequate in assigning management to many sectors; the province does not have a policy for villages and hamlets to build new rural areas and does not have criteria for model new rural villages...

Improve the quality of activities of the Provincial People's Council
Concerned about the quality of the Provincial People's Council session, delegate Vo Thi Minh Sinh - Deputy Head of the Provincial Party Committee's Organization Committee suggested that the Provincial People's Council Standing Committee should have a mechanism to monitor and evaluate the participation in the group discussion session of the sectors according to the assignment, to avoid the situation where some sectors only appear at the beginning of the session for show, but do not follow up to explain the issues discussed by the delegates; at the same time, there should be a form so that all delegates can participate in giving opinions when there is no time to speak directly at the group discussion session.
Delegate Sinh also said that it is necessary to enhance the responsibility and concern of the Provincial People's Council delegates in asking focused and quality questions at the meeting...

Speaking at the conference, Vice Chairwoman of the Provincial People's Council Cao Thi Hien affirmed that the quality of the Provincial People's Council's activities depends on the Standing Committee, Committees, Groups and delegates of the Provincial People's Council. To continue promoting the role of the "extended arms" of the Standing Committee and Committees of the Provincial People's Council, the Vice Chairwoman of the Provincial People's Council requested the Provincial People's Council delegations to continue to pay attention to handling voters' petitions; strictly implement the assignment of delegates to participate in receiving people at the polling place according to regulations, and at the same time monitor and urge the settlement of citizens' petitions and complaints of sectors and localities more effectively; participate in the quality of supervision activities of the Standing Committee and Committees of the Provincial People's Council.
Regarding the activities of the Standing Committee of the People's Council at the district level, Vice Chairwoman of the Provincial People's Council Cao Thi Hien noted that localities need to closely follow the instructions to organize the vote of confidence for positions elected by the People's Council at the year-end session. Along with that, continue to focus on improving the quality of activities and coordinate with the Provincial People's Council to perform tasks according to functions and tasks in the area.
