(Baonghean.vn) - The Deputy Head of the Culture and Social Committee of the Provincial People's Council said that there are still many opinions and recommendations from voters in a number of areas that have not been clearly and specifically answered by relevant departments and branches.

In preparation for the upcoming session of the Provincial People's Council, the Provincial People's Council's Culture and Social Affairs Committee met to review draft resolutions and reports to be submitted to the 4th session of the Provincial People's Council, term XVII, 2016 - 2020.

Maintain the same level of fees for granting work permits to foreigners

The first content mentioned at the meeting was to examine the draft Resolution on amending and supplementing Resolution No. 133/2014/NQ-HDND dated July 16, 2014 of the Provincial People's Council on fees for granting work permits to foreigners working in Nghe An.

According to regulations, 100% of the collected fees will be paid into the state budget, the collection procedures are the responsibility of the Department of Labor, War Invalids and Social Affairs. Reporting at the meeting, the representative of the department said that the draft Resolution has collected opinions from the Provincial Police, the Department of Finance, the Department of Justice, the Management Board of the Southeast Economic Zone, etc.

Answering the question of Vice Chairman of the Provincial People's Council Hoang Viet Duong about the draft proposal to collect 600,000 VND/permit for new work permits and 450,000 VND/permit for re-issuance of work permits, keeping the same as the collection rate of Resolution 133 before, Mr. Dang Cao Thang - Deputy Director of the Department of Labor, War Invalids and Social Affairs said that the draft did not adjust the collection rate after studying, consulting with some other localities and considering the situation of the province, in order to create favorable conditions for foreigners to work in Nghe An.

Through discussion, the delegates also agreed to keep the name of the draft Resolution, add clear regulations on the submitting party, the collecting party, the scope of the resolution, and edit some contents to be concise and clear so that the draft can be approved in the next session of the Provincial People's Council.

Clarifying issues of concern to voters

Commenting on the report of the Provincial People's Committee on the results of handling voters' opinions and recommendations before and after the 3rd session of the 17th Provincial People's Council, Ms. Nguyen Thi Lan - Deputy Head of the Culture and Social Affairs Committee said that out of a total of 24 issues related to the cultural and social fields in 4 groups of fields that voters had opinions on (culture, labor, war invalids and social affairs, education and training, health), there were still some issues that the relevant departments and branches had answered, but they were still general, unclear, and not specific and needed further attention.

"Voters requested the Provincial People's Committee to inspect and check to detect fake war invalids' records, but the report of the Department of Labor, War Invalids and Social Affairs did not clarify how many inspections and checks there are each year, whether any fake war invalids have been detected, whether or not they have been handled and how they have been handled?", Ms. Lan singled out the issue and requested the responsible department to supplement and clarify.

Mr. Ho Phuc Hop - Head of the Culture - Social Committee of the Provincial People's Council suggested that the Department of Labor, War Invalids and Social Affairs should have more specific discussions, as a basis for preparing documents to submit to the Provincial People's Council. "It is necessary to clarify the story of fake war invalids, officials who do wrong, or people who give false testimony, then that individual must be responsible, whoever benefits wrongly must pay back to the budget. Writing in general terms will not meet the needs of answering voters' suggestions," said Mr. Hop.

The head of the Provincial People's Council's Culture and Social Affairs Committee also mentioned a number of issues that need to be supplemented and paid more attention to, such as the need to preserve the cultural identity of the village when building new rural areas (Department of Culture and Sports), clarifying that transferring primary and secondary school teachers to teach preschools is a temporary solution, there is a plan for professional training (Department of Education and Training); separating the content of recommendations under the authority of the province and the Government to contribute to improving the quality of medical examination and treatment in localities (Department of Health)...

Standing representative of the Provincial People's Council, Vice Chairman of the Provincial People's Council Hoang Viet Duong requested the Committee for Culture and Society to carefully examine the report on handling voters' petitions of the Provincial People's Committee, clarify whether the Committee agrees or disagrees with any response, which content needs to be supplemented and have specific conclusions, and at the same time request the Provincial People's Committee to accept and assign relevant departments and branches to promptly complete the explanation and supplementary contents.
