According to Circular 21/2019/TT-BGDDT of the Ministry of Education and Training promulgating regulations on management of junior high school and high school diplomas, from January 15, 2020, there will be more cases of diploma revocation and cancellation.
Accordingly, Circular 21/2019/TT-BGDDT adds more cases of revocation and cancellation of diplomas and certificates compared to before. Specifically, there are 6 cases of diplomas and certificates being revoked and canceled, including:
Due to fraudulent acts in admission, study, examination, defense of projects, graduation thesis, dissertation, theses or fraud in preparing documents to be granted diplomas and certificates; Granted to unqualified people; Granted by unauthorized people; Erased or modified; Allowed for use by others; Due to errors of the competent authority granting diplomas and certificates.
In case of error by the competent authority issuing the diploma or certificate, this authority is responsible for re-issuing the original diploma or certificate according to the following procedures:

- Step 1: The applicant prepares a set of documents including: Application for re-issuance of diploma or certificate; Diploma or certificate requested for re-issuance; documents proving that the competent authority issuing the diploma or certificate wrote the wrong diploma or certificate...
- Step 2: Submit application by sending directly or by post 1 set of documents;
- Step 3: Within 5 working days from the date of receiving a complete and valid application, the decision to reissue the diploma or certificate must be considered; If not reissued, a written response must be given stating the reason.
The Circular also clearly states that if the form of a diploma or certificate has changed, the current form will be used to issue to the person who is re-issued the diploma or certificate...
In addition, according to the above Circular, the Head of the competent authority to issue diplomas and certificates is responsible for promulgating regulations on preservation, storage, use and issuance of diplomas and certificates of the competent authority to issue diplomas and certificates (the regulations must clearly stipulate the responsibilities of each unit, individual and sanctions when violations occur); Verify the authenticity of diplomas and certificates when requested by agencies, organizations and individuals; Be personally responsible before the superior management agency and before the law for the management and issuance of diplomas and certificates.
According to Circular 20/2019/TT-BGDDT regarding testing and granting foreign language certificates under the continuing education program, from January 15, 2020, regulations on testing and granting foreign language certificates under the continuing education program in Decision 30/2008/QD-BGDDT of the Ministry of Education and Training will be abolished.
Accordingly, the regulations on subjects, scope of regulation; records and procedures for registration for examination; examination content, duration, requirements of examination questions; conditions, authority to grant certificates as well as classification of examination results... stated in Decision 30 will no longer apply.
However, foreign language certificates issued under this Decision are still valid. For training courses, tests and foreign language certificates issued under the continuing education program that were implemented before January 15, 2020, they will continue to be implemented until their completion.
