Many new rural roads are waiting for cement

(Baonghean) - Localities registered to complete the new rural area and advanced new rural area in Nghe An in 2022 have basically completed the site clearance and agreed on the road construction plan. At this time, localities in the province are sticking to their localities, completing each criterion to reach the NTM finish line on schedule. However, the problem that localities are concerned about is that the government has not provided cement according to the province's support policy to proceed with concrete road construction. Meanwhile, localities have completed site clearance, gathering sand and gravel materials...

Tan Huong is one of two communes registered to reach the NTM finish line in 2022 in Tan Ky district, so this locality is focusing on implementing the criteria. According to Mr. Le Duc Thuyen - Chairman of Tan Huong Commune People's Committee, with the participation of the entire political system and the consensus of the people, through the survey, by June 2022, Tan Huong had 14/19 criteria met; 5 criteria have not been met: Traffic, school, culture, cultural facilities and market.

Mr. Le Duc Thuyen said that the most difficult criterion is the traffic criterion because it requires a large investment resource, but this year no road has been implemented. Currently, the hamlets have basically cleared the land on the roads, gathered materials and agreed on the implementation method.

“According to provincial regulations, Tan Huong commune is supported with 2,800 tons of cement to build roads but has not received it yet, while the hamlets have prepared materials, and when the cement is available, it will be implemented immediately. Tan Huong commune's plan is to pour concrete on 18 km of village roads this year.”

Dong Thanh Commune (Yen Thanh) is striving to complete the advanced new rural area by the end of 2022, but currently there are still some unfinished criteria, including the traffic criterion.

Mr. Ngo Van Tuan - Chairman of Dong Thanh Commune People's Committee said that by mid-June, the locality still had 5 criteria that had not been met for advanced new rural areas, including the traffic criterion. Currently, most of the main roads in villages, communes, and districts have been concreted and asphalted, but some inner-field roads and alleys have not been concreted.

"At this time, people are in a free time, so the State needs to provide cement for localities to organize concrete pouring and complete traffic criteria on schedule," Mr. Ngo Van Tuan wished.

This year, Tan Ky district has 2 communes registered to reach the new rural finish line and 1 commune completed the advanced new rural finish line. By mid-year, these communes still have not met the traffic criteria, although localities have cleared the land and people are ready to contribute materials to build roads.

Mr. Nguyen Cong Trung - Head of the Department of Agriculture and Rural Development of Tan Ky district hopes that in order for localities to complete the traffic criteria in the most convenient way, the State needs to provide cement soon according to the support policy so that people can take advantage of the time to build roads. Currently, localities have basically completed site clearance on the roads, met to agree on the implementation plan, especially some hamlets have gathered sand and gravel...

Talking to us, Mr. Nguyen Van De - Director of the Department of Agriculture and Rural Development said that by mid-2022, the province had not yet provided cement to localities according to the State's support policy. The reason may be that the relevant departments and branches have not completed the cement bidding procedures according to regulations. In order to have cement as soon as possible for localities to implement road construction, the Department of Agriculture and Rural Development proposed that the Provincial People's Committee provide cement in many installments, based on the provincial budget, instead of waiting for a one-time allocation like previous years.

Because the communes reaching the new rural finish line in the 2021 - 2025 period are mainly communes in mountainous districts, with large areas and long traffic routes... it is difficult to implement traffic criteria.

Previously, the Provincial People's Council issued Resolution No. 24/2020/NQ-HDND, dated December 13, 2020 on a number of support policies in new rural construction in Nghe An province, period 2021 - 2025. Accordingly, communes in 10 mountainous districts, including: Ky Son, Tuong Duong, Con Cuong, Que Phong, Quy Chau, Quy Hop, Tan Ky, Anh Son, Thanh Chuong and Nghia Dan have a support level of 2,800 tons of PCB40 cement/commune. Communes in the remaining districts have a support level of 2,000 tons of PCB40 cement/commune. For communes building advanced new rural areas, the support level is 1,000 tons of PCB40 cement/commune.

For villages, hamlets, and villages in mountainous region III communes and villages, hamlets, and villages in 27 border communes that register and commit to participate in building villages, hamlets, and villages that meet new rural standards: Support level is 150 tons of PCB40 cement/village, hamlet, and village. On condition that district-level units and communes register and commit to complete the tasks/meet new rural standards, advanced new rural standards approved by the Provincial People's Committee or do not register or commit, but complete the tasks/meet new rural standards, advanced new rural standards recognized by competent authorities; for villages, hamlets, and villages, they must be approved by the District People's Committee in the plan assigned by the Provincial People's Committee.

Nghe An strives to have 10 more communes meeting new rural standards by the end of 2022, 27 more communes meeting advanced new rural standards; 5 more communes meeting model new rural standards; and 2 more districts meeting new rural standards.
