Many difficulties and problems in the issue of land consolidation in Hung Nguyen
(Baonghean.vn) - At the meeting with the Provincial National Assembly Delegation after the 8th session of the 14th National Assembly, voters of Hung Yen Bac and Hung Yen Nam communes (Hung Nguyen district) proposed many problems and shortcomings related to land consolidation and some mechanisms and policies related to agricultural production in the area.

After listening to the representative of the Provincial National Assembly Delegation inform about many important contents of the 8th session of the 14th National Assembly, voters of the two communes of Hung Yen Bac and Hung Yen Nam (Hung Nguyen district) expressed their agreement and appreciation for the results achieved by the session. At the same time, voters also frankly proposed their concerns and aspirations regarding many local issues. In particular, the content related to land consolidation and plot exchange received much attention from delegates.
Voter Hoang Duc Dinh, Hamlet 3, Hung Yen Bac, reported the delay and lack of science in the local land consolidation work. Accordingly, although Directive No. 08-CT/TU of the Standing Committee of Nghe An Provincial Party Committee on promoting the mobilization of farmers to "consolidate land and exchange plots" and encourage land accumulation to develop large-scale production in agriculture was approved in 2012, after 6 years, Hung Yen Bac commune only had 7/11 hamlets completing this work.
It is worth mentioning that the land consolidation in completed hamlets is also unreasonable when the fragmentation rate is still small and uneven. Some households are allocated 2 sao, but others are less than 1 sao.

To let that situation happen, many voters at the conference said that the system of Party committees, authorities, steering committees and mass organizations have not been really determined in the implementation process. Sometimes they are even indifferent and hesitant, leading to ineffective direction, propaganda and mobilization of the people. Therefore, for many years, Hung Yen Bac and Hung Yen Nam communes have always been the two communes with the slowest implementation of land consolidation in Hung Nguyen district. Therefore, voters hope to quickly speed up the progress of land consolidation so that people can feel secure in production.
Also related to the issue of agricultural production, voter Nguyen Dinh Tung, hamlet 5, Hung Yen Nam said that currently the agricultural land area of the whole hamlet is up to 60 hectares. Although the land consolidation work of the hamlet was completed in 2007, however, up to now, the entire intra-field canal system of the village is earthen canals, with poor irrigation and drainage efficiency, negatively affecting the production work of the people.

Regarding education, voter Hoang Thi Huong - Principal of Hung Yen Secondary School said that the school currently has 750 students in the two communes of Hung Yen Nam and Hung Yen Bac, divided into 19 classes. However, the school currently has only 9 classrooms, so it has to arrange 2 shifts, affecting the extra learning and knowledge enrichment process of the students.
The remaining opinions of voters focused on the unfinished compensation work in the Yen Xuan bridge construction project for the people of Hung Xa commune; increasing the allowance for village cadres after the merger; the need to repair the seriously degraded Nguyen Truong To road section passing through Hung Yen Nam commune; speeding up the progress of the Khe Lot dam dredging project...
Acknowledging and receiving the opinions of interested voters, representatives of the People's Committee of Hung Yen Nam commune and the People's Committee of Hung Nguyen district explained issues related to their authority. Comrade Hoang Van Phi - Member of the Provincial Party Committee, Secretary of the District Party Committee, Chairman of the District People's Council requested the Steering Committee for land consolidation in the two communes of Hung Yen Bac and Hung Yen Nam to have specific explanations in writing about the reasons for the delay of this work. At the same time, it is necessary to thoroughly resolve the aspirations of the people to resolutely complete it in the coming time.

On the side of the Provincial National Assembly Delegation, comrade Tran Van Mao emphasized that in order to resolve the shortcomings and difficulties in the field of agricultural production, especially the work of land consolidation and plot exchange, the heads of local Party committees and authorities need to be closer to the people, understand the people better to come up with a scientific, reasonable, public, transparent roadmap and promote the spirit of democracy among the people. The Steering Committee and its members need to stay close to the grassroots to resolve the concerns and questions of the people so that the people can agree and coordinate to speed up the implementation progress and quickly stabilize production.
For the remaining opinions, the National Assembly Delegation will record and synthesize voters' opinions in a receptive and serious spirit to reflect to the National Assembly's functional agencies and relevant ministries and branches for consideration in the coming time.
