(Baonghean.vn) - From 12 units, after a period of performing their duties, a number of Youth Volunteer Teams (TNXP) have been merged, dissolved, and transferred. However, up to this point, many related issues such as land handover when some of these units were dissolved have not been completely resolved.

Complete the "mission"

Since 1986,The first Youth Volunteer Forcein the province have been established. Since then until 2012, the whole province has established 12 Youth Volunteer Teams. After completing their “mission”, some units have been merged, transferred, or dissolved to hand over land to local management.

Specifically, on July 1, 2014, the Provincial People's Committee issued Decision No. 3051/QD-UBND approving the Project "Completing the organization and operation of the Youth Volunteer Force - Economic Development (TNXP - XDKT) in Nghe An province". After the organization and completion, 6 Youth Volunteer Force Teams were dissolved, transferred, and merged. Of which, the Youth Volunteer Force Team of Anh Son district was transferred to Nghe An Tea Development Investment Company and the Youth Volunteer Force Team of Quynh Luu district was under the People's Committee of Quynh Luu district.

In addition, 4 Youth Volunteer Force Corps have completed the dissolution and transfer, including Youth Volunteer Force Corps 1, 4, 6, 7. And 2 units are in the process of dissolution, which are Youth Volunteer Force Corps 2 in Thanh Chuong district and Youth Volunteer Force Corps 3 in Quy Hop district. Currently, there are 4 Youth Volunteer Force Corps under Nghe An Provincial Youth Union that are still operating (Youth Volunteer Force Corps 5, 8, 9, 10), these units are assigned to manage 22,677.33 hectares of agricultural land and 78.70 hectares of non-agricultural land, mainly residential land, office land and water surface area, rivers, and streams.

It can be seen that the appearance of the Youth Volunteer Teams has contributed to turning arid lands and bare hills in mountainous and remote districts into raw material areas with many new models and varieties of seedlings put into production. In addition, the Youth Volunteer Teams have supported and helped people and team members to organize production and consume products, gradually exploiting effectively the land potential in difficult areas. In particular, when the Youth Volunteer Teams were established, with the synchronous investment of the Central Youth Union and the Provincial People's Committee over many years, 12 residential areas at the headquarters of the Youth Volunteer Teams, with thousands of households, have been formed. Essential works such as roads, electricity, irrigation dams, offices, schools, clinics, cultural houses, etc. have been invested in and built, meeting the needs of production and people's lives, contributing to promoting the socio-economic development of the project area and surrounding areas.

To promote effective land management after dissolution

Although leaving many marks, bringing economic efficiency, and great social impact in difficult areas, the handover, merger, and dissolution of some Youth Volunteer Force Corps is inevitable. However, at present, the work of dissolving and transferring the Corps, especially Youth Volunteer Force Corps 1, 2, and 3, still has many unresolved problems.

Mr. Dang Van Chuong - former Deputy Commander of the Youth Volunteer Team 1, stationed in Long Son, Cao Son, Khai Son communes (Anh Son) said: Youth Volunteer Team 1 is the earliest established unit (in 1986), and in 2021, there was an official decision to dissolve. However, before that, in 2014, the Provincial People's Committee approved the policy to allow Viet Phat Trading and Service Joint Stock Company (headquartered in Hanoi) to build a factory to produce Japanese green tea and high-quality green tea in Long Son commune (in the project area managed by Youth Volunteer Team 1).

There would be nothing worth mentioning if the project to build this factory had been implemented. Ironically, although the red carpet had been “rolled out”; the Provincial People’s Committee approved the detailed planning for the factory; the entire office area of ​​the Youth Volunteer Team 1 was transferred to build the factory. This investor even had a plan and commitment to take responsibility for receiving all the staff of the Youth Volunteer Team 1 to work, ensuring the implementation of social insurance and health insurance policies... However, the bright prospects that this project drew were only… on paper. In reality, 151 team member households have been “split up” and handed over to Long Son (110 households), Khai Son (24 households) and Cao Son (17 households) communes for management, while the handover of more than 383 hectares of land that this unit previously managed has not yet been completed.

Comrade Nguyen Dinh Thang - Commander of the Provincial Youth Volunteer Force Command said: While the dissolution of Youth Volunteer Force 1 has been completed, the handover of land to the locality for people to give to the people has also been basically carried out, the dissolution of Youth Volunteer Force 2 and 3 is facing more obstacles. In particular, Youth Volunteer Force 3, located in Chau Thai, Chau Dinh, Van Loi communes (Quy Hop), although there was a policy of dissolution since 2014, there has not been a decision yet, making the management of more than 5,694 hectares of land of this unit still facing many difficulties.

On November 24, 2023, the Provincial People's Committee issued Document No. 10053/UBND-KT on the dissolution of the Nghe An Youth Volunteer - Construction and Engineering Teams, assigning Nghe An Provincial Youth Union to preside over and coordinate with the Department of Agriculture and Rural Development, the Department of Natural Resources and Environment and related departments and branches to hand over the intact area of ​​protective forest land, production forest land and land of households currently contracted to plant forests at Youth Volunteer Team 3. At the same time, carry out procedures for handing over assets, works; land surveying... to proceed to issue a Decision to dissolve Youth Volunteer Team 3...

At the Youth Volunteer Team 2, located in Thanh Duc and Hanh Lam communes (Thanh Chuong), although the handover of more than 15,068 hectares of land that this unit was assigned to manage to the Thanh Chuong Protective Forest Management Board, the People's Committee of Thanh Duc commune (Thanh Chuong) and Nghe An Rubber Investment and Development Joint Stock Company has not yet been completed.

Through research, we learned that although established under the State's policy, most of the land area managed and used by the Youth Volunteer Force Teams is only recorded in the Establishment Decision, and the Provincial People's Committee has not issued a Decision on land allocation or lease according to the provisions of law. Furthermore, according to Decision No. 4649/QD-UBND dated October 9, 2017 of the Provincial People's Committee on granting autonomy to public service units, the Youth Volunteer Force Teams are public service units that partially self-finance under the Nghe An Provincial Youth Union. Therefore, the Youth Volunteer Force Teams are not subject to land lease from the State.

In addition, the current organizational model of the Youth Volunteer Force has not been clearly and specifically regulated, so the Land Law and guiding documents have not yet adjusted the form of land allocation and land lease for these cases. Not to mention, with a large land area, the management, use of land, and land allocation between the Youth Volunteer Force and the team members still have many shortcomings, especially issues related to residential land; building houses on forestry land; even illegal transfers without being granted land use rights...

Mr. Hoang Quoc Viet - Director of the Department of Natural Resources and Environment said: In order to improve the effectiveness of land management at the Youth Volunteer Corps, it is necessary to first complete the legal basis for the organizational model of the Youth Volunteer Corps to serve as a basis for land management and use. In addition, it is also necessary to arrange the state budget to conduct land surveying and boundary records; create cadastral maps, issue land use right certificates and build a cadastral database for land of the Youth Volunteer Corps so that the Provincial People's Committee can lease land according to regulations, as a basis for managing land use of the Corps. In addition, local authorities at all levels also need to strengthen their responsibility for land management in the area, paying special attention to the situation of leasing and transferring land use rights in violation of regulations to promptly handle violations according to the provisions of law...
