(Baonghean.vn) - Over the past 10 years, implementing Resolution 29-NQ/TW, Party committees, authorities, departments and branches in the whole province have paid attention to leadership, direction and achieved many progresses, positively contributing to the socio-economic development of the province.

On November 4, 2013, the 8th Conference of the Party Central Committee (11th tenure) issued Resolution No. 29-NQ/TW on "Fundamental and comprehensive innovation of education and training to meet the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration" (Resolution 29).

SOME POSITIVE CHANGES

The work of advising, issuing a system of leadership and direction documents, and implementing policies and strategies for sustainable development of education and training is focused on in each stage.Over the past 10 years, Nghe An Provincial Party Committee has issued 17 documents, the Provincial People's Council has issued 22 resolutions; the Provincial People's Committee has issued more than 80 documents to lead, direct and implement policies and guidelines on "Fundamental and comprehensive innovation of education and training to meet the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration".

The basic elements of education and training are innovated in the direction of focusing on developing the qualities and capacities of learners.Implement the determination of objectives and output standards for each level of education, subject, program, industry and training major. Organize research, advise and implement the 2018 General Education Program and Textbooks according to the roadmap for each school year, ensuring seriousness, science and compliance with regulations; open a number of new training majors. Ensure the implementation of teaching and education content in accordance with the requirements for developing learners' qualities and capacities. Complete on schedule the tasks of selecting textbooks; compile and appraise local educational materials to effectively implement the program for grades 1, 2, 3 in primary schools; grades 6, 7 in secondary schools and grade 10 in high schools synchronously throughout the province. Focus on the contents of education on personality, ethics, lifestyle, legal knowledge and civic awareness; national defense, security and career guidance education; Focus on the fundamental values ​​of culture, traditions and national ethics, the quintessence of human culture, the core and humanistic values ​​of Marxism-Leninism and Ho Chi Minh thought. Innovate teaching methods and forms actively in accordance with the program to develop learners' qualities and capacities; adapt to the situation of epidemic prevention and control; and require digital transformation.

Outstanding results in education quality at all levels and grades have been firmly affirmed:Resultexcellent studentNational, regional and international students are continuously at the top of the country: During this period, 1,087 students won national excellent student awards; The results of the national high school exam have increased every year (in recent years, the average score in 2017 was 4.84, ranked 40th; in 2018 it was 4.92, ranked 39th; in 2019 it was 5.29, ranked 37th; in 2020 it was 6.06, ranked 36th; in 2021 it was 6.31, ranked 34th; in 2022 it was 6.44, ranked 20th); every year, the number of students taking the national high school exam with high scores is among the top nationwide; the quality of education in mountainous areas has been improved, the rate of students repeating grades and dropping out of school has gradually decreased; The rate of graduating students and the number of good and excellent students has increased over the years (in the past 3 years, 36/112 mountainous and ethnic minority students with high scores in the national high school exam were commended and honored by the Provincial People's Committee); The quality and effectiveness of vocational education have been given attention and have had positive changes, the rate of good and excellent students in colleges and intermediate schools has increased from 12.8% in 2013 to 45% in 2022. The general employment rate after vocational training reached 80.7% (an increase of 13.7% compared to 2013).

Planning the educational institution network, linked with socio-economic development planning and human resource development planning.The scale of schools and classrooms meets the development requirements. The province currently has 6 universities and 1 college of education, ranking 3rd in the region in terms of the number of universities (after Thua Thien Hue and Da Nang). Vinh University was selected to be built into a national key university at the regional level, in the North Central region. There are 10 colleges (1 pedagogical school), 13 secondary schools, 9 vocational education facilities. There are 19 vocational education - continuing education centers, 1 continuing education - career guidance center, 1 continuing education center, 1 vocational education center; there are 1,533 kindergartens, primary schools, secondary schools, high schools; 460 community learning centers in wards and communes.

Career guidance and orientation work has achieved certain results:Regarding grade 10 enrollment, the whole province only recruits 75% of junior high school graduates to study grade 10 in high schools (public high schools 69%; non-public high schools 6%); streamlining and career guidance after high school: The number of students participating in the national high school exam (now the high school graduation exam) but not wishing to apply for university or college admission has increased: 37.2% in 2015; 42.2% in 2016; 37.3% in 2017; and over 42% from 2018 to present.

Education and training management has many innovations.from strengthening the implementation of discipline and administrative discipline in agencies and units of the industry, inspecting, rectifying and promptly handling existing problems in education and training to implementing school governance, monitoring and managing teaching quality, education quality, improving criteria, standards and responsibilities of heads of educational institutions; assessing the quality of educational institutions based on the main criterion of student output quality.

Review and rearrange the team of teachers and educational managers to meet the requirements of innovation.Teachers' qualifications are increasingly improved; maintaining the rate of 100% of preschool and primary school teachers meeting training standards; gradually increasing the rate above training standards. Ideological and political training for teachers is carried out regularly through political training sessions in the summer. Seriously implementing training for teachers to ensure the roadmap for implementing the 2018 General Education Program.

Innovation in financial policies and mechanisms; socialization of education and training.During this period, the authorities advised on the issuance of 10 Resolutions issued by the Provincial People's Council, basically ensuring the implementation of mechanisms and policies on finance, facilities and educational services. Advising on the development and implementation of a number of policies on socialization of education, over the past 10 years, educational institutions in the whole province have mobilized over 2,586 billion VND from the support of parents, businesses and philanthropists.

Research and application of science and technology, especially educational science and management science, are increasingly of high quality and effectiveness.Every year, thousands of initiatives of cadres and teachers of the sector are registered at all levels, of which hundreds of initiatives reach the sector level and dozens of initiatives are recognized by the Provincial People's Committee. Many scientific research results are applied in practice; the movement of searching, developing and supporting start-up projects is promoted. SOME MAIN PROBLEMS AND LIMITATIONS

One is,The quality of education and training has not really been a driving force for breakthroughs and a competitive resource for the province in socio-economic development; some aspects have not met the people's demands and aspirations; although the quality of vocational training has improved, it still does not meet the demands of the labor market.

Second,scientific and technological research activities; entrepreneurial spirit education,participate in digital transformationand the 4.0 industrial revolution for students of educational and training institutions is not commensurate with the scale and potential for economic and social development and international integration.

Third,The network of vocational education institutions is still scattered, with overlapping functions and tasks, and most of the enrollment scale is small; training capacity only meets 74.3% of vocational training needs of students. Some implementation policies still show shortcomings, such as merging and decentralizing management of Vocational Education and Continuing Education Centers; the quantity, structure and quality of teachers and managers do not meet the requirements of educational innovation, training and vocational education; facilities to meet the needs of organizing experiential activities and skill training are still modest.

SOME NEW DIRECTIONS, TASKS AND SOLUTIONS

Direction:Sustainable development of education, training and vocational education in Nghe An: Reasonable scale; qualified teaching staff and facilities; appropriate mechanisms and policies; leading education and training quality in the North Central region, among the top in the country; ensuring the quality and capacity of learners to meet the requirements of national development, international integration and the 4.0 industrial revolution; forming and developing in learners the following values:Patriotism - Compassion - Honesty - Responsibility - Cooperation - Creativity - Entrepreneurship.By 2045, Nghe An will become the center of education, training and vocational education in the North Central region and the whole country.
