In recent years, the district has experienced numerous issues causing public outrage and eroding public trust. Prominent among these are irregularities related to personnel management, land use, and the implementation of state policies, which have been uncovered and exposed by the public and the media. Many incidents have had negative consequences, impacting the local development and the lives of the people. Some examples include: the Xuân Thành commune leader creating fraudulent documents to receive disaster relief funds; corruption in the civil servant recruitment process; irregularities in land management and use in Đô Thành; the failure to gain public consensus on teaching stream allocation and school mergers; the Lèn Cờ quarry collapse; and the swine flu epidemic.
To date, most cases have been investigated by the relevant authorities. In a serious and straightforward manner, the district leadership has held numerous meetings to review the conduct of officials who committed violations, imposing strict but fair and reasonable penalties. Regarding the case of the Xuân Thành commune leader creating fraudulent documents to receive state compensation for damages, the Chairman of the Commune People's Committee received a reprimand; the Secretary of the Commune Party Committee was persuaded to resign, and the entire amount of over 300 million VND involved in the violation was recovered and deposited into the state budget. In connection with the irregularities in the civil servant recruitment process, a leader of the Internal Affairs Department was disciplined with a warning and transferred to another position. Similarly, in the case of the Lèn Cờ quarry collapse (Nam Thành), the Commune Chairman received a reprimand, and the Deputy Head of the Department of Natural Resources and Environment received a warning… In addition, several prominent issues are currently under investigation by the authorities, and serious action will be taken if violations or irregularities are discovered.
Comrade Tran Van Dai, Deputy Secretary of the Yen Thanh District Party Committee, stated: There are many reasons for these problems, but a significant one is that during the leadership and guidance process of Party committees and authorities at all levels, the competence and capabilities of the managing officials are not up to par and remain limited. Furthermore, some officials still lack the will to strive, their moral character does not meet the requirements, and some even violate the law, such as during civil servant recruitment examinations, where complaints are still filed, and commune officials are subjected to administrative penalties for gambling. Administrative reform and the implementation of grassroots democracy regulations, along with transparency in economic and personnel matters, have not always received adequate attention in some areas and at some times. This leads to misunderstandings and misconceptions among some segments of the population, easily causing public dissatisfaction during implementation.
However, addressing these pressing issues is still only the initial stage. Generally, cadres, Party members, and the general public remain deeply concerned about incidents that reveal numerous shortcomings, weaknesses in management, and the decline in ideology, morality, and lifestyle. Many existing problems cannot be simply addressed or temporarily remedied; they require thorough, persistent, and resolute long-term solutions to hope for improvement. Therefore, one of the key issues that Yen Thanh has identified as needing decisive action is personnel management, addressing weaknesses in personnel work, and overcoming limitations in ensuring social security.
In the coming period, in conjunction with the review process according to Central Resolution No. 4, the Standing Committee of the District Party Committee has outlined seven immediate tasks. The most important focus remains on effectively reviewing and addressing the conclusions of inspections and audits, and resolving existing issues in land management, including the unauthorized sale of land and the misappropriation of land use rights fees in some communes. Simultaneously, various measures will be implemented to improve the quality and capacity of the cadre.
Comrade Phan Van Tan, Secretary of the Yen Thanh District Party Committee, emphasized: One of the key issues in Party building is focusing on building a system of cadres and implementing training, fostering, and rotating cadres in a scientific, democratic, transparent, and compliant manner. The district is currently revising the cadre evaluation regulations to weed out those with weak or poor capabilities. Initially, this will be piloted in one commune, after which the results will be compiled and evaluated to gradually learn from the experience. For cases of violations, replacement will be implemented without waiting until the end of the term. In addition, leadership and guidance will be strengthened to effectively implement grassroots democracy regulations, and inspection and supervision will be intensified in all areas to detect violations and prevent them promptly before they cause serious consequences.
