View from the 7th Central Conference: If you want to be a leader, think about dedication first
The people have the right to expect that from now on, their "servants" will think about contributing first, instead of thinking about the prospect of "personal glory and family wealth".
The 7th Central Conference, 12th tenure has concluded after nearly a week in Hanoi. This political event attracted special attention from public opinion at home and abroad.
In the documents approved at the Conference, the Resolution on focusing on building cadres at all levels, especially strategic-level cadres, is expected to create a major turning point in Party building and rectification work.
Many loopholes will be filled, many negative and ironic things in the arrangement and assignment of cadres will no longer have a place. And certainly, the people have the right to expect that from now on, their "servants" who want to stay in their positions for a long time, will think about contributing first, instead of thinking about the prospect of "personal glory and family wealth".

1. It took a full 2 years to have a Project presented to the Central Committee with so many conferences, seminars, so much enthusiasm, so many heated debates, so many decisions to raise and lower it... Rarely has a Project cost so much effort. That much is enough to see that a new Cadre Strategy must certainly be superior, have a long-term vision, and overcome the long-standing weaknesses in cadre work, because of which the people's trust in the Party and the regime has been shaky at times.
2. Putting on the agenda a new Strategy on personnel work, from the highest leaders of the Party to the Central Committee members, all agreed on the point of view: we must look straight at the truth, evaluate the truth correctly in order to hope for breakthrough solutions. The cadre team, including strategic-level cadres - the elite team in the leadership ranks, were specifically named: Many of them are not really exemplary, have low prestige, are bureaucratic, distant from the people, individualistic, corrupt, negative, have group interests, violate Party discipline, State laws, seek positions, seek power, seek age, seek planning, seek rotation, seek qualifications... All weaknesses in cadre work, from assessment, planning, training, fostering to rotation are pointed out, clearly and distinctly.
3. Among the many phrases used to relate to the upcoming personnel work, perhaps the phrases “tightening discipline” and “thoroughly combating the abuse of power and position” are the most impressive. So how to “tighten”? The 7th Central Conference has the answer.
The first and also the weakest step in personnel work is the evaluation step, which will no longer be as "easy" as before. Do you want to be a leader? Do you want to have a high position, above many people? Stop thinking about constraints like "relationships, money, descendants". You will become the focus for evaluation from above, evaluation from below, evaluation from inside, evaluation from outside, continuous, multi-dimensional evaluation, linked to the results of performing tasks of the locality, unit... Only when the evaluation is correct and fair can we have good cadres, minimizing the number of "process-correct" appointments with "impure" motives. And more than that, the person who introduced and recommended you must definitely take responsibility for his or her decision, even after "landing".

Power and position that are given to those who do not deserve it, power and position that are bought with money or a lot of money, is corruption at the highest level. If you “buy” power and position, you must find a way to recover your investment first, instead of thinking about the future of the country.
But now, things are different. A system of synchronous solutions to prevent "buying positions", "buying power", "familiarity", "cronyism" has been agreed by the Central Committee such as: Young and talented people are given priority for leadership positions, even beyond their level; Provincial and district secretaries must not be local people; Expanding the implementation of the pilot policy of recruiting leaders and managers; Standardizing procedures and regulations on personnel work; Strengthening inspection and supervision and strictly handling organizations and individuals that commit violations, revoking wrongful decisions...
The upcoming personnel work will "discourage" those who have the mindset of "living long enough to become a veteran" or trying to "sneak" into the leadership apparatus from the central to local levels. Opportunities will be more open to young people who are truly talented, want to contribute and are ready to contribute. They are selected from the national reserve of talent, not from this family or that clan. They can come from all backgrounds, within the Party or outside the Party, with Vietnamese or foreign nationality.

4. A generation of cadres who have experienced war, life and death, and been sent to socialist countries for training will soon be replaced by a new generation of cadres, born and raised in peace, trained from many sources and many different countries... The new generation of cadres will have more advantages but also face many difficulties and challenges. So, what will they have to do to become the link between the past and the future? This question has also been answered in the new Strategy on cadre work.
5. With the Central Committee issuing a new Resolution on personnel work, the 12th tenure, although only halfway through, has completed a system of synchronous solutions on Party building work. Previously, we had Resolution 4 of the Central Committee on strengthening Party building and rectification, Resolution 6 of the Central Committee on continuing to innovate and reorganize the political system towards streamlining, effective and efficient operations.
During the 7th Central Conference, people across the country recognized and appreciated the resolute spirit, the words that go hand in hand with the actions of the Central Executive Committee, specifically the highest leader of the Party, and recognized the democratic spirit when for the first time the discussion sessions were open to the press. People also believed in the major decisions of the Party because the movements in practice were completely real./.
